Technical Program Manager (TS/SCI)
TekStream Solutions is seeking a Technical Program Manager to join our client’s team in the Reston, VA and Washington, DC area. You will lead a technical program of 30-40 people, providing technical engineering support and analysis needed to complete application assessments, migrations, retirements, technology adoption, and the enablement of Intelligence Community Information Technology Enterprise adoption. This position is a senior management position in the company with potential for significant impact in driving and/or participating in overall business growth initiatives.
Clearance: TS/SCI Clearance Required (CI Poly preferred or eligible)
Responsibilities:
• Work with senior program leadership to establish and implement program goals and provide key performance metrics to establish a strategic baseline
• Create and maintain a detailed work plan to include specific tasks, assignments, task dependencies, milestones, and schedule for all tasks in this SOW
• Establish clear expectations and goals to develop and evaluate examiner career path progression
• Build and maintain qualified, full-time staff and a pipeline or surge staff according to customer and mission priorities
• Maintain awareness of emerging capabilities and technologies, and create relevant training plans to ensure continued mission accomplishment
• Act as a bridge for the complex gap between the non-technical functions of management and the technical requirements
• Serve as the primary program interface with the client CIO
• Lead enablement of application migration to the Intelligence Community Information Technology Enterprise
• Accelerate and synchronize efforts that create enterprise-wide capabilities and services while eliminating the unnecessary duplication of capabilities at the application and data levels
• Streamline and automate where possible areas that affect application delivery including network redesign and consolidation, policy and governance, application development
• Drive the adoption of enterprise standards in application delivery that enable inter-operability across networks and between data centers
• Consolidate and standardize support at the enterprise level to provide reliable yet flexible responses to emergent situations and requests
• Enable applications to migrate from Department of Defense Intelligence Information System (DoDIIS) provided services to IC ITE provided services to include Identification, Authentication and Authorization (IAA)
• Responsible for the successful cost, schedule, and performance of the contract
• Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management
• Directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities
• Ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract
• Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents
• Communicate issues and solutions to the broader Government management structure as requested by senior Government leaders
• Provide guidance and direct tasking for Level 0, 1, and 2 program managers if any are assigned to the contract/program
• Rapidly assemble and execute focused cross-disciplinary Government/Contractor teams to address urgent or unexpected cost, schedule, or technical program/contract issues

Qualifications:
• Active TS/SCI (CI Poly preferred or eligible)
• HS and 10+ yrs relevant experience; OR Associate's and 8+ yrs relevant exp; OR Bachelor's and 6+ yrs relevant experience; OR Master's and 4+ yrs of relevant exp; OR PhD and 2+ yrs of relevant exp
• Experience using MS Office -e.g. Word, Excel, PowerPoint, Project, Visio or Omnigraffle
• Experience using Software Testing/Usability
• Experience using DoDAF
• Familiarity with UML -e.g. Class Diagrams, Sequence Diagrams, Activity Diagrams
• Ability to work in Reston and in DC as required
Desired Skills/Experience:
• ITIL certification
• Experience with Google Apps for Business Office Suite
• Experience with Commercial Cloud Services (C2S)
