Scope of Work: The Naval Information Warfare Center Atlantic (NIWC LANT) Cloud Computing Innovation, Transformation, and Integration (CLOUD CITI) Division is tasked with providing hosting environments and platforms for Navy applications, as well as other DoD and Homeland Security (HLS) applications utilizing both Component Enterprise Data Centers (CEDCs) and Commercial Cloud Service Providers (CSPs) as hosting platforms. As part of the program, we are seeking an experienced Senior ServiceNow Developer to lead the evolution of our ServiceNow platform from a foundational ITSM implementation into a strategic enterprise platform. This is a hands-on technical role requiring an individual who can both define platform strategy and personally collaborate on designs; and develop, configure, and implement solutions across the ServiceNow ecosystem.
The successful candidate will serve as the senior technical expert for the platform, driving the expansion of ServiceNow capabilities including CMDB, CSDM, Strategic Portfolio Management (SPM), integrations, workflow automation, and platform governance. While this role will provide technical leadership and input on strategic direction, it is expected that the individual will remain actively involved in day-to-day development, configuration, integration development, troubleshooting, and solution delivery.
This position is ideal for someone who enjoys balancing architecture, strategy, and hands-on execution to deliver measurable business outcomes, and enjoys building sustainable solutions rather than delivering short-term projects. You will serve as a trusted technical leader, helping guide the customer's ServiceNow journey from foundational ITSM capabilities to a mature enterprise platform that includes CMDB, CSDM, SPM, advanced analytics, automation, and integrations.
Key Responsibilities
Technical Leadership & Platform Development
Serve as the technical lead and hands-on developer for ServiceNow platform initiatives.
Design, develop, configure, test, and deploy ServiceNow solutions across multiple modules.
Develop workflows, business rules, client scripts, integrations, custom applications, and automation solutions.
Troubleshoot complex platform, integration, and data quality issues.
Provide technical mentorship while actively contributing to platform administration and development.
Platform Strategy & Governance
Contribute to the ServiceNow roadmap and platform modernization strategy.
Establish architecture standards, development best practices, and governance processes.
Ensure platform scalability, security, performance, maintainability and adherence to platform best practices.
CMDB & CSDM
Support the implementation and maturity of CMDB, CSDM, and Asset Management capabilities.
Maintain configuration data models, CI relationships, and governance processes.
Improve data quality and operational effectiveness through standardization of processes and automation.
Strategic Portfolio Management (SPM)
Support implementation and administration of ServiceNow SPM capabilities, including Demand Management, PPM, Resource Management, Agile Development, Collaborative Work Management and Strategic Planning.
Collaborate with business leaders to align portfolio management processes with organizational goals.
Integrations & Automation
Design and support integrations using REST APIs, Integration Hub, Import Sets, and other enterprise integration technologies.
Develop automated workflows that improve operational efficiency and service delivery.
Establish integration standards, monitoring, and support processes.
Reporting & Stakeholder Engagement
Develop dashboards, KPIs, Platform Analytics, and executive reporting.
Partner with IT, PMO, Security, Infrastructure, and business stakeholders to identify opportunities for platform expansion and to translate requirements into scalable solutions
Facilitate solution design sessions and serve as a trusted advisor on ServiceNow capabilities and best practices.
Preferred Qualifications
Experience implementing ServiceNow SPM/PPM capabilities.
Experience with CMDB, CSDM, Service Mapping, ITOM, or Asset Management.
Experience developing enterprise integrations and automation solutions.
Familiarity with platform governance and Center of Excellence (CoE) models.
Ability to travel periodically to Charleston, SC for key meetings and team events.
Preferred Certifications
ServiceNow Certified System Administrator (CSA)
ServiceNow Certified Application Developer (CAD)
ServiceNow Certified Implementation Specialist (CIS) – ITSM and SPM
Additional ServiceNow certifications in CMDB, ITOM, or Discovery preferred.
Requirements/Experience:
Master’s or Bachelor’s degree in engineering (e.g. Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems)
Must obtain and maintain CompTIA Security+ certification or CASP or CISSP
Agile Developer certification or Certified Scrum Developer certification
At least one ServiceNow Certification
Ten (10) years with Masters or 14 years with Bachelor’s degree of total software engineering professional
7+ years of ServiceNow development experience.
5+ years of experience implementing and supporting ServiceNow ITSM.
Experience leading technical projects and mentoring team members.
Strong interpersonal skills and customer service skills
Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) TOP SECRET Security Clearance
