Description
The Procurement & Logistics Coordinator owns the full supply chain lifecycle for a DoD Outside Plant (OSP) infrastructure program operating across multiple military installations. This single role covers procurement from RFQ through PO closeout, material receiving and warehouse staging, equipment and asset management, and calibration compliance for all test equipment. The position sits at the intersection of the project management team and the supply chain - ensuring materials arrive on time, funding is properly tracked and obligated before fiscal year expiration, field teams are never delayed by a procurement or logistics failure, and all test equipment deployed to government acceptance testing is in-calibration and UFC-compliant.

Procurement & Funding Management (approx. 40%)
- Managing the full procurement lifecycle for OSP materials - fiber cable, conduit, manholes, pull boxes, and hardware - from RFQ issuance through vendor selection, PO award, and closeout
- Maintaining the procurement register, tracking all purchase orders across active sites including status, committed amounts, delivery dates, and cost variances against estimate
- Monitoring CLIN-level funding in coordination with the program manager; track obligated vs. expended vs. remaining per task order and flag funding at risk of fiscal year expiration (O&M and MILCON) at minimum 90 days in advance
- Owning the long lead log - track fiber, manholes, and other long-lead items against Gate 3 (NTP to Construct) dates and escalate delivery risk to the PM before it impacts schedule
- Managing vendor relationships, expediting, and delivery discrepancy resolution; maintain approved vendor list
- Supporting preparation and tracking of procurement-related submittals, RFIs, and approval documentation for COR/CO review
Warehouse & Inventory Operations (approx. 30%)
- Managing all material receiving, QC inspection coordination, and staging across program warehouse and installation field locations
- Maintaining the materials inventory - tracking received vs. installed vs. on-hand quantities per site; ensuring balances are accurate and updated within 24 hours of any material movement
- Completing file receiving documentation for every delivery, confirming quantity, condition, and storage location; coordinate QC manager inspections for all structural materials (manholes, conduit, fiber)
- Coordinating with site superintendents on material deployment from staging to field; ensuring staging areas are organized, labeled, and accessible
- Supporting project closeout by reconciling all materials received against installed quantities and documenting surplus, scrap, or returns
Equipment & Asset Management (approx. 20%)
- Maintaining the Equipment Register for all company-owned and rented assets: test equipment, hand tools, power tools, heavy equipment, and vehicles
- Owning calibration scheduling for all test equipment requiring NIST-traceable calibration - including OTDRs, power meters, fusion splicers, and cable analyzers - ensuring 100% compliance with UFC 3-580-01 and contract specifications; no field team deploys with out-of-calibration equipment
- Coordinating with accredited calibration labs; maintaining calibration certificates and ensuring documentation is available for COR inspection
- Scheduling and tracking preventive maintenance for heavy equipment (boring machines, excavators), vehicles, and power tools
- Managing rental/lease agreements for heavy equipment; coordinate extensions and returns with operations leadership
- Administering equipment check-out/check-in processes for shared tools across multiple sites
Reporting & Program Coordination (approx. 10%)
- Preparing and distributing weekly procurement and logistics status reports to the program manager, highlighting at-risk items, overdue calibrations, and funding expiration alerts
- Maintaining the OSP Procurement Tracker and Operations & Assets workbooks as the program's authoritative records for supply chain and asset data
- Participating in weekly program status meetings; presenting procurement and logistics updates
- Supporting transition planning as the program scales to additional sites; assisting in onboarding subcontractors and new vendor relationships

Requirements
- Three plus years of experience in procurement, supply chain, logistics, or a closely related field
- Demonstrated experience supporting DoD or federal government contracts
- Working knowledge of FAR/DFARS procurement regulations and government contracting principles
- Intermediate-to-advanced Microsoft Excel proficiency: VLOOKUP/XLOOKUP, conditional formatting, data validation, pivot tables
- Proven ability to manage multiple active purchase orders and vendor relationships simultaneously
- Experience with material receiving operations, QC documentation, and inventory management
- Strong written communication skills; ability to produce accurate procurement records and status reports
- Must be able to work in field environments including construction sites, active roadways, and installation staging areas
- Lifting up to 50 lbs is required when assisting with material receiving and warehouse operations
- Ability to obtain and maintain government-issued base access credentials at all assigned military installation sites
Desired Skills
- Experience with MILCON and O&M funded projects; working knowledge of color of money constraints and FY obligation deadlines
- Background in telecommunications, outside plant (OSP), or underground utilities contracting
- Active procurement certification: CPCM, CFCM, CPSM, or equivalent
- Familiarity with test equipment calibration requirements and UFC 3-580-01 (Telecommunications Interior Infrastructure)
- Experience with IDIQ/task order contract vehicles and CLIN-level cost tracking
- Prior work experience on active military installations
- Experience with warehouse management systems or asset tracking platforms
