ClearanceJobs is actively seeking a Program Manager – Base Operations / Facilities Services for our client located in Williamsburg, Virginia. Responsibilities will include, but not limited to:
Serve as the senior on-site Program Manager for a government facilities services contract, providing leadership and oversight across all contract performance areas, including custodial, food service, and facilities maintenance operations
Maintain full P&L accountability for the program, monitoring financial performance and ensuring contract deliverables are met on time and within budget
Build and sustain strong working relationships with the military installation customer, serving as the primary point of contact for day-to-day contract execution and issue resolution
Lead, develop, and manage a diverse workforce of service personnel across multiple functional areas (housekeeping, culinary, maintenance/engineering)
Identify operational gaps and implement process improvements to optimize service delivery, workforce performance, and contract compliance
Support strategic growth efforts by identifying and helping shape follow-on or adjacent opportunities at the installation and within the broader customer area
Minimum Qualifications:
Bachelor's Degree required
10+ years of experience in government contract/subcontract administration with P&L responsibility and working knowledge of the Federal Acquisition Regulations (FAR)
10+ years of experience supporting or working within an Intelligence Community or military installation customer environment
PMP certification required
Demonstrated ability to lead large, diverse service workforces in a government-contracted facilities or base operations environment
Strong interpersonal and customer relationship skills with experience managing direct government customer interfaces
Proficiency in Microsoft Office Suite
Preferred Qualifications:
Master's Degree in Business or related field
Direct experience managing base operations service contracts (custodial, food service, facilities maintenance, or similar)
Familiarity with military installation operations, protocols, and contractor-customer relationship norms
Experience with workforce scheduling, labor compliance, and managing union or SCA-covered workforces
Broad awareness of the competitive GovCon landscape for facilities and base support services
Clearance Requirements:
Active TS/SCI with polygraph (VA customer) required at time of hire — must be current and adjudicated
Location:
Williamsburg, Virginia
On-Site, full-time at the customer installation
Occasional travel to Chantilly, Virginia required
Physical Requirements:
This position requires the ability to remain in a stationary position for extended periods as well as move throughout the work environment, including across an active military installation. Must be able to occasionally traverse outdoor and facility spaces as part of contract oversight responsibilities. Must be able to communicate clearly in writing and verbally with government customers, subcontractors, and staff at all levels. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
