Job Description

Duties

  • Performs the full range of Recruitment and Placement advisory services.
  • Provides staffing advisory services based on the serviced organization's local, regional, or national staffing priorities and takes proactive measures to anticipate management's needs.
  • Provides continuing technical advice and assistance to management on Human Resources Program.
  • Exercises knowledge and skill in applying HR methods, principles and evaluative methods / sufficient to advise on and/or resolve moderately complex problems.

  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes advising supervisors of under-represented skills and how they can be addressed in the recruitment process. Provide advice concerning recruitment problems of limited scope by recommending one or more readily apparent alternative solutions such as the most productive recruitment strategies for filling positions. Advise management on the efficient and effective use of human resource position management principles. Conduct job analyses and develops and validates promotion patterns which show the knowledges, skills, abilities, and other requirements for the positions to be filled. Perform recruitment and placement services for organizations that are moderately complex and relatively stable. Issue referral certificates to supervisors, and reviews them after selections have been made. Maintain registers and determines the number of candidates to be certified. Process a variety of requests for personnel action to fill positions and/or to career promote, reassign, or otherwise place employees. Work with other HR specialists in identifying potential program initiatives or special projects that could improve the use of human resources, solve problems, or enhance program effectiveness.

EDUCATION: Successfully completed at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Completed less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, a combination of experience and education. NOTE: You MUST submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.

2. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.

3. Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues.

4. Ability to communicate, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
