Duties

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) supervisor exercising technical and administrative supervision over subordinate workers in accomplishing trades and labor work of the Aerospace Ground Equipment (AGE) Flight or Service/Pickup/Deliver Element.

DUTIES:

DUTY 1:
Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. Adheres to work priorities, project schedules, resources, and detailed work plans established by higher level supervisors. Follows customary work cycles and sequences in planning work assignments. Tracks and reports progress on work assignments and requests authority to adjust worker assignments and to use overtime, equipment, and materials to meet schedules. Recommends changes to schedules, priorities, and work sequences as necessary and makes minor deviations in procedures or redirects resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences.

DUTY 2: Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Observes work in progress to anticipate and resolve problems, reassign personnel within group supervised, and coordinates work among workers and other supervisors to maintain work progress to meet schedules. Inspects completed work for quality and work order requirements. Reports possible or actual work delays to superiors.

DUTY 3: Performs administrative responsibilities. Participates with employees in the development of performance plans and recommends them to supervisors. Advises employees of performance expectations. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments and recommends performance ratings in accordance with regulations. Recommends appropriate recognition and corrective action, as needed, in performance management. Recommends the most suitable applicants for vacant positions. Explains classification determinations to subordinate employees. Recommends restructuring positions when necessary to achieve the most effective and economical utilization of personnel. Recommends training based on needs assessment and mission requirements. Maintains work reports and records relating to section, e.g., progress, production, cost, personnel, equipment, materials, and time and attendance.
Assists supervisors in planning overall leave schedule.

Ensures employees with access to classified information comply with security directives. All known security violations are reported to the proper authority immediately when discovered. Submits reports in accordance with reporting directives. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Any condition which might pose a hazard to safety or health is reported to the appropriate authority as soon as possible after detection.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 - Industrial Equipment Maintenance Family . Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

  • Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised.

  • Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to implement sound personnel policies, practices, and procedures.

  • OTHER SIGNIFICANT FACTS:
    • This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
    • May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.
    • Incumbent may be required to fly in military or commercial aircraft for TDY (temporary duty) purposes.
    • Performs other related duties as assigned.

    FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week. Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (without aid).

    ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others.
