Responsibilities:
- Assist with Continuous Vetting (CV) enrollments and unenrollment's validation and tracking of CE and RapBack Alerts and scheduling of additional investigation elements as needed.
- Assist with Security Executive Agent Directive 3 (SEAD 3) Reporting Requirements submissions and route for action if required
- Adheres to policy and safeguards the security of PII and classified investigative content
- Attend related training as it becomes necessary for any changing regulations or mandates pertaining to the personnel security vetting program
- The PSA will execute the following task areas:
- SEAD 3
- Pre-Check
- Continuous Evaluation
- Security Clearance
- Private Sector/Reinstatement/Return to Duty
- Intake Scheduling
- SEAD 3
- Review and evaluate security applications submitted to the PerSec Branch
- Initiate investigative processing appropriate to the position sensitivity and/or the level of security clearance required and review forms for accuracy and completeness
- Conduct pre-employment checks to complete the intake process to include Central Verification System (CVS) and Defense Information Systems for Security (DISS) Joint Verification System (JVS) and Credit Bureau Checks and Citizenship checks as applicable
- Obtain prior investigation files and record existing security clearance access as applicable
- Review, evaluate and adjudicate reports of investigation, personnel files, and other records to assist Personnel Security Adjudicators in determining whether to grant, deny, revoke, suspend or restrict security Clearances or grant or maintain eligibility for sensitive positions
- Use databases and advanced technology systems to gather personnel security information such as OPM NP2 Portal, Personnel Investigation Processing Systems (PIPS), CVS and DHS ISMS
- Analyze data and apply law, regulations, policy and procedures commensurate with established requirements and exercise concern for equality and detail
- Coordinate with staff and persons internal and external to the agency to carry out the security activities in support of the personnel security program
- Work with Security Executive Agent Directive (SEAD) 3 - DHS Security Reporting Portal and CE programs and process reports and alerts as needed
- Receives completed fitness pre-appointment packages and makes risk-based assessment/recommendation for pre-appointment determination in accordance with Federal policies and regulations
Requirements:
- US Citizen
- Active Top Secret Clearance
- Must be able to pass a pre-employment background
- Must be able to pass Agency Clearance
- Minimum of Two (2) years of experience adjudicating suitability and national security background investigations of varying levels of complexities.
- Must have the demonstrated ability to apply high technical knowledge in solving complex problems and apply law, regulation, policy, and procedures to personnel security programs.
- Ability to work independently and with minimal supervision.
- Must be organized and have excellent oral and written communication skills commensurate with the demands of the personnel security specialist position.
- Demonstrated ability to compose letters of action to include LOI, NOT, NOPA, and NOD's.
- Successful completion of an accredited Basic and Advanced Suitability and National Security Adjudication Courses. Advanced Suitability Course must be completed within 6 months of onboarding, if not already received.
- Demonstrated ability in the efficient use of Security Case Management Systems.
- Experienced user of Microsoft Office suite applications.
- Experienced user of NP2, DISS, and NBIS applications, with special emphasis on e-App, JVS, and CVS.
- Demonstrated ability to articulate and grammatically compose content using the English language.
- Ability to multi-task and handle heavy workloads.
