Job Description

Duties

As a LOGISTICS MANAGEMENT SPECIALIST at the GS-0346-13 some of your typical work assignments may include:
  • Serve as the primary Global Bulk Fuel Management and Delivery Division (GBFMD) point of contact for the command to the Joint Staff, OSD, Unified Commands, Services, and Agencies for posture and governance issues. Coordinate the planning, assessment, policy expertise for JPE governance, DOD Budget, and Legislative processes.
  • Coordinate the JPE Governance structure submissions for all budget and legislative deliverables by USTRANSCOM for the activities of the Global Bulk Fuel Management Division, Posture Branch ensuring that all JPE governance members comply with legal and regulatory requirements to meets customer needs.
  • Review current policy, regulations, and governances impacting GBFMD and provide subsequent updates.
  • Represent GBFMD for JPE internal and external governance boards, committees, and meetings to discuss, formulate and/or coordinate strategy, policy, and procedures. Ensures inputs to command governance boards, for which GBFMD is not the command lead, are properly coordinated and consolidated.
  • Coordinate inputs to higher level DoD logistics forums, such as the Joint Deployment and Distribution Board (JDDEB), Joint Logistics Board (JLB), and as directed by the JPEC Chair.

  • This position is designated as a KEY position IAW AFI 36-507.
  • Employees may be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42
  • May be required to participate in non-traditional work schedules involving participation in round the clock operations, or otherwise work beyond, or outside of traditional hours, or work or tours of duty.
Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Coordinating DoD Global Bulk Fuel Management and governance processes of the Joint Petroleum Enterprise (JPE) and ensuring leaders have products to provide Department-wide awareness for bulk fuel posture and governance.
  • Providing technical expertise for logistics programs in joint capabilities management processes encompassing the interface of Joint Capabilities Integration Development System (JCIDS), Defense Acquisition System (DAS), and Planning, Programming, Budgeting, and Execution (PPBE)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
