Job Description

Duties

The primary purpose of this position is the incumbent is directly responsible to develop, implement, and as the command's subject matter expert, administer the Personnel Security Program for United States Special Operations Command (USSOCOM) and has significant, constructive contact with other commands, services, agencies and industry. The incumbent develops and trains subordinate personnel, implements quality control, monitors and collects metrics on program operation, and provides innovative solutions and improvements.
  • The lead and technical authority for the Command's Personnel Security Program and enforces all operational, functional, and mission assurance aspects of the program to include the establishment and maintenance of derogatory personnel security reporting records.
  • Serves as the senior security advisor to the Director of Security and Chief of Staff on the full spectrum of personnel security matters.
  • Implements and administers the Personnel Security investigations/adjudication tracking system for case management.
  • Responsible for providing Subject Matter Expertise to the Information and Industrial Security Program Managers, as well as the Director of Security, to ensure the three core information protection security.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Suitability and Personnel security concepts, principles, and practices to review, analyze, and resolve issues; knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs; and knowledge of planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of Suitability and Personnel security concepts, principles, and practices to review, analyze, and resolve issues.
    2. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs.
    3. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.
    4. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
    5. Ability to plan, organize work, and meet deadlines.

    Other significant facts pertaining to this position are:
    1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    2. The employee will be required to obtain and maintain a TS-SCI security clearance.
    3. The agency career program covers this position.
    4. The employee may be required to work overtime.
    5. The position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug
    Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of
    illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging
    the position occupied as a Testing Designated Position.
    6. Department of Defense Security Fundamentals Professional Certification, Security Asset Protection
    Professional Certification, and conferrals are required within 2 years of the established employee EOD or
    initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation
    and Certification and AFI 36-2645, Security Professional Certification and Development. The listed
    certification requirements may not be deleted or modified without the written approval of the AF Security
    Functional Authority (SAF/AA) or their delegated authority.
    7. This is a Mission-Essential position performing a Mission-Critical-Function which must continue
    uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
