Job Description

Duties

  • Plans, organizes, and oversees the activities of Branch. Represents the organization with a variety of installation and functional area organizations.
  • Exercises supervisory personnel management responsibilities.
  • Applying military rated aviator experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
  • Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters. Periodic shift work may be required if assigned as a watch-standing analyst.
  • The employee is required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments. The employee must be able to obtain and retain a US Government official passport.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • This is a Centrally Managed Position in the S - Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications

Conditions of Employment (cont.) :
Position is designated critical-sensitive and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI), and a current SSBI or equivalent. A non-disclosure agreement must be signed. Incumbent is required to undergo a counterintelligence-scope polygraph examination.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, IJSTO, Information Operations, space, cyberspace, acquisition, command and control training systems, special operations, rescue, or similar operations. Skill in conducting comprehensive studies and preparing solutions in areas such as Quality Assessment and Evaluation function of assigned contract work force. Knowledge of the application of AF military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs; and assigned weapons systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, IJSTO, Information Operations, space, cyberspace, acquisition, command and control training systems, special operations, rescue, or similar operations. Skill in conducting comprehensive studies and preparing solutions in areas such as Quality Assessment and Evaluation function of assigned contract work force.
  • Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
  • Knowledge of the application of AF military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs; and assigned weapons systems.
  • Aility to negotiate complex issues; and maintain good working relationships.
  • Skill with current Air Force exercise systems -- Air Warfare Simulation (AWSIM) and TBMCS.
  • Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization as a first level supervisor.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
