Job Description

Description

The US Strategic Pursuits Team (SPT) is seeking a Strategic Pursuits Task Order Bid Manager-the central orchestrator for tracking, shaping, and winning task orders on the Joint Warfighting Cloud Capability (JWCC) contract vehicle and its successor contract. JWCC is how the Department of War (DoW) buys cloud at scale, and task order activity is the lifeblood of the program. If you thrive on translating ambiguity into structured action, can manage competing priorities across multiple stakeholders, and want to play a key role in how the U.S. military adopts AI and cloud, this role is for you.
You will serve as the primary capture analyst and bid manager for JWCC task orders-ensuring we are tracking forecasted opportunities early, understanding customer requirements, assessing whether our vehicle offerings can support forecasted needs, and coordinating the people and processes required to win. This is not a traditional business development role. It sits at the intersection of capture analysis, bid management, and strategic coordination-connecting DoW Strategic Pursuits teammates, the Sales organization, the Federal Delivery Organization, and our customers to plan for, position, shape, and win task orders.
In this capacity, you will have exposure broadly across the DoW business and our customers-understanding their missions, their challenges, and how cloud and AI enable their objectives. You will play a key role in driving the direction of the program to best support our customers, with direct visibility into strategic decisions that shape AWS's competitive position in the defense market.

This position requires that the candidate selected be a US Citizen and currently possess and maintain an active Top Secret security clearance.

Key job responsibilities
• Track and manage the pipeline of forecasted JWCC task orders across the DoW enterprise, maintaining real-time visibility into upcoming opportunities and ensuring the team is postured to respond
• Conduct capture analysis on forecasted TOs: assess requirements documents, evaluate the competitive landscape, identify gaps between customer needs and current AWS vehicle offerings, and recommend positioning strategies
• Coordinate bid/proposal activities for JWCC task orders-managing timelines, compliance requirements, and stakeholder inputs to deliver winning responses on schedule
• Serve as the central coordination point between DoW Strategic Pursuits, Sales teams, the Federal Delivery Organization (AWS JWCC PMO), and customers-ensuring alignment on priorities, timing, and strategy for each pursuit
• Support shaping activities by working with Sales and Solutions Architects to educate customers on AWS capabilities and influence requirements before formal solicitation
• Develop and maintain task order tracking tools, dashboards, and reporting to provide leadership with visibility into pipeline health, bid status, and pursuit investment decisions
• Analyze patterns in task order activity to identify trends, forecast demand, and inform strategic decisions about vehicle offerings and go-to-market approach
• Contribute directly to proposal writing, win theme development, pricing strategy, and technical solution narratives for JWCC task order responses
• Coordinate Freedom of Information Act (FOIA) requests and other requests for government information to support the DoW organization's strategic goals.
• Bring an AI-first mindset to how you work-leveraging AI tools to research requirements, analyze competitive trends, accelerate content development, and build tracking systems that scale

A day in the life
You operate between two modes: tactical coordination on active bids and strategic analysis across the JWCC pipeline. On any given day, you may be reviewing a newly forecasted task order to assess requirements and timeline, coordinating inputs from Solutions Architects and the PMO for an upcoming response, building a competitive positioning brief for a pursuit review, or updating leadership on pipeline health and emerging trends. No two task orders are the same-customers span combatant commands, defense agencies, and military services, each with unique mission needs. You'll also help coordinate modification to the contract and identify terms and conditions that should be revisited to unlock more capability for our customers. You bring structure to complexity: implementing repeatable processes and mechanisms to ensure efficient coordination and maintaining the systems and relationships that keep the team ahead of upcoming opportunities rather than reacting to them. The connecting theme is disciplined preparation paired with collaborative execution-ensuring that when a task order drops, the team has already done the work to win it.
