Job Description
Koniag Emerging Technologies, LLC, a Koniag Government Services company, is seeking an IT Management Analyst VI to support KET and our government customer in Germantown, MD. This position requires the candidate to be able to obtain a Public Trust. The position is hybrid requires 2 days onsite (varies but avg 2 times every two weeks or so ).

The IT Management Analyst provides specialized expertise in federal acquisition management, contract administration, and IT procurement support to the Department of Energy's Office of the Chief Information Officer. This position serves as a critical member of the acquisition management team, supporting the planning, execution, and administration of IT contracts and procurement activities valued from $25,000 to $500+ million. The analyst will work within a fast-paced federal environment managing 200+ active contracts while ensuring compliance with Federal Acquisition Regulation (FAR), DOE acquisition policies, and cybersecurity requirements.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
Acquisition Strategy and Planning:
- Develop comprehensive procurement strategies for complex IT acquisitions including cloud services, enterprise software, and cybersecurity solutions
- Conduct thorough market research and analysis of alternatives to identify optimal procurement approaches and vendor capabilities
- Prepare Independent Government Cost Estimates (IGCE) using industry benchmarks, historical data, and technical requirements analysis
- Coordinate with program offices and stakeholders to define technical requirements, performance objectives, and acquisition timelines
- Support acquisition planning forecasts and budget formulation activities for multi-year IT investment portfolios
Procurement Document Development:
- Draft and review Performance Work Statements (PWS), Statements of Work (SOW), and technical specifications for IT services and solutions
- Prepare comprehensive acquisition packages including acquisition plans, determinations and findings (D&F), and market research reports
- Develop standardized procurement templates, acquisition guidance materials, and best practice documentation to streamline processes
- Ensure all procurement documentation complies with Federal Acquisition Regulation (FAR), DFARS, and DOE acquisition policies
- Collaborate with legal, security, and technical teams to validate requirement definitions and regulatory compliance
Contract Execution and Administration:
- Process Purchase Requests (PRs) through Corporate Information Management Center (CIMC) and STRIPES procurement systems
- Monitor contract performance, track funding status, and manage deliverable completion for assigned contract portfolio
- Execute contract modifications, option exercises, and closeout activities ensuring proper documentation and approvals
- Coordinate Other Direct Cost (ODC) approvals, processing, and financial impact analysis
- Maintain comprehensive contract databases including performance metrics, milestone tracking, and vendor evaluation data
Financial Management and Compliance:
- Process vendor invoices through DOE Financial Accounting Support Tool (FAST) ensuring compliance with FAR 32.905 requirements
- Manage Intra-government Payment and Collection (IPAC) processes and financial reconciliation activities
- Support Undelivered Order (UDO) analysis, contract closeout certification, and financial audit preparation
- Prepare financial status reports, funding projections, and cost analysis for senior management review
- Ensure compliance with federal procurement regulations, DOE policies, and cybersecurity requirements throughout contract lifecycle
Required Qualifications:
Education and Experience:
Minimum:
- Bachelor's degree in Business Administration, Information Technology, Public Administration, or related field
Technical Skills:
Procurement Systems:
- Advanced proficiency in CIMC, STRIPES, and DOE Financial Accounting Support Tool (FAST)
- Software Applications: Expert-level Microsoft Office Suite (Excel, Word, PowerPoint, Project), database management, and data analysis tools
- Financial Systems: Experience with federal financial management systems, IPAC processing, and government accounting principles
Documentation:
- Strong technical writing skills with ability to prepare complex acquisition documents and compliance reports
Security Requirement:
- Ability to obtain public trust
