Duties

The Primary Purpose of This Position: To serve as an Air Staff level program analyst and military strategist, combining Air Force grand strategic and operational expertise in planning, developing, and testing Air Force operational concepts and joint warfare, mobilization, and contingency plans. Provides clearly articulated strategic concepts designed to promote the use of air power to project US power world-wide and advises the Chief of Staff of the Air Force in his/her roles as an international Air Chief, decision maker to organize, train and equip the Air Force, and provider of best military advise to the Chairman of the Joint Chiefs of Staff, Secretary of Defense, and Present of the United States.
  • Applies AF military operational experience to plan and develop major aspects of AF, or AF portions of joint war, mobilization, and contingency plans, and/or lead a team through such an effort in one or more of the following areas: Air, Space, or Cyberspace.
  • Uses AF operational military experience and knowledge to develop methods for testing and evaluating assigned war, mobilization, and contingency plans.
  • Uses AF operational military experience and knowledge to prepare and present high-level briefings of conclusions, many being highly subjective and not readily susceptible to verification until encountering actual operational situations.
  • Maintains a continuous liaison with other Air Staff, Joint Staff , MAJCOM/NAF, CCMD, other service headquarters counterparts, and DOD offices to integrate AF plans with other defense agencies.

Qualifications

  • This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.
  • The incumbent must be able to obtain/maintain Top Secret/ Sensitive Compartmented Information access
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The incumbent may be required to travel away from the normal duty site by military and/or commercial conveyance in the performance of assigned tasks, to include but not limited to: conferences, meetings, exercises, and other mission related functions.
  • A post-secondary education of not less than a 4-year degree (Bachelorette) or equivalent experience is desired. Operational AF experience, rated (e.g. pilot, navigator) or non-rated (e.g. logistician, space, cyberspace), is critical to the successful performance assigned duties and responsibilities.
  • AFI 90-508, Air Force Civilian Drug Reduction Program dtd 28 Aug 14, stage that; Core personnel documents/ position description for positions identified as TDP under these procedures will be documented with the statement: This is a drug testing designated position. The incumbent is subject to random testing for drug use.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects (e.g., appointment of combat aviation forces, munitions support, transportation support) Air Force level plans and procedures such as war, mobilization, mobility, exercise, deployment, and similar operations; and to evaluate MAJCOM and Air Staff responses to plans and studies. Knowledge of the Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of operations and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of airpower plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment.
  • Through knowledge of the mission, roles, functions, organizes, management, capabilities and operations of the USAF; knowledge of airpower program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the relationship of the various AF entities involved in overall planning and execution of military operations and evaluations.
  • Knowledge of joint, combined, and coalition operations; general knowledge of missions, roles, functions, organization, management, capabilities, and responsibilities of CCMDs and DoD Agencies.
  • Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.
  • Ability to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in establishing concepts and procedures, and the ability to formulate strategy using information produced from predictive models.
  • Ability to communicate effectively, both orally and in writing, in order to articulate and advocate AF positions and condense technical input into layman's term s without altering basic content.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
