Job Description

Duties

  • You will serve as the Department Head for the Shore Programs Department (Code 70), leading a diverse staff of over 130 military and civil service personnel across multiple locations.
  • You will formulate, implement, and provide administrative oversight for the Navy's Shore Manpower Requirements Determination (SMRD) program, ensuring alignment with Total Force Manpower (TFM) objectives.
  • You will act as the primary subject matter expert and leading advisor to command leadership on all SMRD-related matters, with a special focus on the determination of Navy medical shore manpower requirements.
  • You will develop and execute strategic performance plans, metrics, and methods to measure and report on the effectiveness of departmental and SMRD programmatic work.
  • You will direct the full range of first and second-line supervisory duties, including planning work, setting priorities, assigning tasks, and evaluating the performance of five GS-14 division supervisors and one Navy Commander.
  • You will oversee all departmental business and resource management, including the allocation of financial resources, budget justification, and the cost-effective use of management information systems.
  • You will analyze the impact of Navy-wide policies on SMRD, draft new policy guidance, and provide authoritative recommendations to decision-makers on complex manpower issues.
  • You will exercise the full scope of program authority to resolve complex and sensitive manpower determination issues, ensuring national security objectives and goals are met.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Implementing methods to measure programmatic work performance; 2) Examining study methodologies for completeness, soundness, and effectiveness in the determination of manpower requirements; 3) Managing multiple teams to develop staffing standards for all functions and missions associated with Shore Manpower Requirements Determination (SMRD); 4) Delivering concise and effective presentations to communicate with peers, supervisors, and outside agencies to convey information; 5) Reviewing work products for alignment to and compliance with expected performance criteria, technical accuracy and proper application of law, policy, guidance, etc.; and 6) Formulating short and long term strategic program performance plans that meet stakeholder needs, promote customer service and identify opportunities to develop and market new products and services.
