SPA has an immediate need for a Subject Matter Expert (SME) Financial Analyst with Non-Appropriated Funds(NAF) experience.
Responsibilities
The Financial Analyst will be responsible for a range of duties aimed at ensuring effective management and oversight of Non-Appropriated Funds (NAF) operations to maintain compliance and support audit readiness. Key responsibilities include leading portfolio-level program management for NAF business operations initiatives, ensuring alignment with strategic objectives and leadership priorities. The role involves overseeing the development and execution of integrated project plans, tracking POA&M, maintaining risk registers, and managing dependencies across the portfolio. Additionally, the analyst will drive business model development, process optimization, and enterprise-level change management initiatives. They will establish and govern PMO standards, tools, templates, and reporting cadences. Developing executive-level communications, dashboards, and monthly leadership briefings also falls under the scope of the role. As the primary senior stakeholder advisor, the Financial Analyst will lead complex stakeholder engagement and provide decision support. Moreover, the position includes mentorship and quality oversight responsibilities for mid-level and junior PMO staff.

Qualifications
- Bachelor's degree in accounting or related field and at least 16 years of experience in federal auditing, Master's degree in accounting or related field and at least 12 years of experience in federal auditing, or at least 20 years of experience with no degree
- Extensive experience supporting DoD stakeholders and DoD/Army Financial Management
- Strong understanding of the Army Control Catalog and the Army Corrective Action Plan process
- Expert grasp of MS Word, PowerPoint, Visio, and Excel
- Mastery of skills in time management and teamwork, including organization, prioritization, communication, and problem-solving
- Active SECRET security clearance and the ability to maintain it throughout employment
