Job Summary:
The Chief Engineer (CE) serves as the senior technical authority and strategic engineering leader responsible for the successful design, integration, delivery, and sustainment of satellite Command & Control (C2) systems and supporting technologies. This role requires deep expertise across space systems, ground systems, cyber and crypto, communications architectures, cloud implementations, and modern DevSecOps environments.
The CE provides end-to-end technical leadership across the full systems engineering lifecycle and is accountable for technical baseline integrity, architecture governance, and identification and management of mission risks and opportunities.

Key Responsibilities:
Systems Engineering Leadership
- Lead the full systems engineering lifecycle using authoritative data, model-based systems engineering (MBSE), and architecture-driven approaches to improve quality, reduce risk, and increase process efficiency.
- Establish and enforce model-based, test-driven requirements architecture for verification and traceability.
- Direct system decomposition into functional and logical architectures aligned with Modular Open Systems Architecture (MOSA) principles and component reuse strategies.
- Oversee implementation activities aligned to configuration and change management processes, ensuring all design artifacts are traceable to authoritative data sources.
- Lead system integration through data-driven and model-based interface control management, incorporating automation to validate subsystem and component compliance.
- Architect and oversee verification efforts (unit, subsystem, integration, and end-to-end testing), ensuring test environments maintain operational parity.
- Lead validation planning and execution, including user acceptance strategies in coordination with customers and stakeholders.
- Establish sustainment strategies emphasizing repeatability, performance monitoring, and data-informed decision-making for high-risk subsystems and components.
Technical Oversight & Integration
- Oversee mission-unique software integration and interface control management.
- Lead integration of complex space and ground segment systems through deployment into operations.
- Perform advanced systems architecting activities including:
- Requirements and interface definition
- Data architecture development
- Performance and trade studies
- Lifecycle cost analysis and estimation
- Decision analysis
- Development and refinement of communications CONOPS
Risk & Stakeholder Engagement
- Provide technical leadership to program risk management activities, including development of mitigation strategies, likelihood assessments, and impact analyses.
- Independently collaborate with Government program offices, FFRDCs, SETAs, and contractor teams to ensure technical alignment and mission success.
- Clearance: Active TS clearance with SCI eligibility required
- Education: Bachelor’s degree in a technical discipline required, Master’s degree preferred
- Required Skills:
- Minimum 15 years of combined experience in satellite C2 engineering, integration, and sustainment
- Demonstrated expertise in:
- Model-Based Systems Engineering (MBSE)
- Cloud architecture and implementation
- RMF compliance
- DevSecOps practices
- AI/ML-enabled automation
- Data analytics
- Agile development methodologies
- Continuous Integration / Continuous Delivery (CI/CD) pipelines
- CSEP certification (or equivalent demonstrated systems engineering expertise) required
- AWS Solutions Architect - Professional certification required
- Preferred Skills:
- Proven executive-level technical leadership in dynamic, mission-critical environments
- Exceptional customer-facing communication and collaboration skills
- Ability to rapidly assess technical baselines and drive innovation
- Strategic thinker capable of aligning architecture, engineering rigor, and operational mission needs
