Duties

Duty 1 - Plans, organizes, and oversees the activities of 67 CW/XP. As the 67 CW Director, Plans and programs, provides oversight and centralized management and prioritization of two subordinate Division Chiefs, Chief of Programs and Chief of Plans.

Duty 2 - Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.

Duty 3 - Represents 67 CW, ACC, and 24 AF with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 567th Cyberspace Operations Group (567COG), 318th Cyberspace Operations Group (318 COG), 67th Cyberspace Operations Group (67 COG), 16 AF/CC,16 AF/CV, 16 AF/CS, 16 AF/A3, 16 AF/A8/9, ACC/DA1, ACC/DA 2/3/6, ACC/A5/8/9, 502nd Lease back Office and 502nd CE.

Duty 4 - Oversees Cyberspace Policy/Process, Architectural and Capabilities Development. Provide leadership/oversight and subject matter expertise for Wing analysts' efforts to identify, negotiate and define policy and process directives, and common tools to achieve consistent effort in pursuing cyberspace functions throughout the DoD program community.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervisory/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of all facets of the Department of Defense (DoD) cyberspace mission, authorities and capabilities, equivalent information regarding the roles and responsibilities of non-DoD cyberspace program partners. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and to provide leadership for large teams of cyberspace professionals and technical/functional Subject Matter Experts (SMEs). NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of all facets of the Department of Defense (DoD) cyberspace mission, authorities and capabilities, equivalent information regarding the roles and responsibilities of non-DoD cyberspace program partners. Knowledge of safety and security regulations, practices, and procedures.

2. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and to provide leadership for large teams of cyberspace professionals and technical/functional Subject Matter Experts (SMEs). Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

3. Ability to communicate effectively, both orally and in writing and to work collaboratively with other senior-level managers and to effectively communicate the Numbered Air Force (NAF) objectives, priorities and parameters to define mutually-beneficial cyber courses of action.

4. Knowledge of and demonstrated expert ability to contribute to the development, interpretation and application of Federal, DoD and Service regulations and policy, program directives, and guidance materials relevant to the DoD cyberspace mission and operations.

5. Skill in conducting military/contingency and crisis action planning for Cyberspace Operations (CO) in order to operate network and information systems as well as to protect, detect and/or mitigate Information Technology (IT)and cyberspace vulnerabilities.

6. Understanding of the operational requirements, concepts of operations and employment of information processing systems in military environments, including the structure and operations of the DoD Information Network (DODIN).

CONDITIONS OF EMPLOYMENT CONTINUED:

1. Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET(TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Knowledge of security practices for ensuring the safeguarding of classified information is required.

2. Key: This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency. Duties of this position are essential to the accomplishment of wartime/contingency operations.

3. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program as a preferred position identified by specific occupational series/codes. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
