Exercise GREEN FLAG provides a training venue for joint United States and coalition aircrew, air liaison officers, joint terminal attack controllers (JTACS), battle management personnel and weapons system operators in the planning and execution of joint air ground operations in counter-land operations. R&K provides subject matter expertise (SME) necessary to support GREEN FLAG tactical exercises.

Title: Team Chief Subject Matter Expert (SME)

Location: Nellis AFB, NV

Duration: Permanent/Full-Time

Clearance: Secret Clearance and SAP Eligible

Start Date: Anticipated start date 1 April 2026 contingent on contract modification

Duties: The Team Chief SME leads detailed planning, scheduling, and on-site execution for up to four Green Flag-Nellis (GF-N) exercises per year. This individual is responsible for all aspects of exercise development and will perform key leadership duties. Facilitating daily mass briefs and debriefs, tracks progression of both air and ground operations, and ensures adherence to SPINS. Responsible for all aspects of planning, including coordinating with rotational units (RTU), defining learning objectives, scheduling assets (aircraft, tankers) developing the MAAP, and ensuring all logistical and operational details are finalized. Conducts duties as the GF-N Operations Supervisor, chairs planning and scheduling meetings, and trains other GF-N staff members for leadership roles. Leads and manages the entire exercise lifecycle, from the IPC to the AAR.

Conduct Team Chief duties for up to four (4) GFN exercises per year. Prepare to conduct GF-N Air Operations in Maritime Surface Warfare (AOMSW) Range Training Officer (RTO) duties with additional travel per diem. Conduct GF-N Operations Supervisor duties during exercise.

Plans and scheduling:

Conduct GF-N initial planning event (IPC). Collect names and contact information of participants

Determine desired learning objectives. Determine ADVON arrival and departure dates. Determine main force arrival and departure dates. Determine aircraft arrival and departure dates. Determine sortie duration with/with-out air refueling. Determine maintenance turn times. Determine planned aerial tanker offload per aircraft. Determine live vs inert munitions (live and inert parking requirements). Determine number for Combined Arms Live Fire Exercise (CALFEX) and date. Coordinate Special Tactics Squadron (STS) exercise training requirements. Determine any limitations impacting each GF-N exercise. Ensure the Rotational Training.

Unit (RTU) briefed on area of operations, mission types, dynamic targeting (DT)/time-sensitive targeting (TST), special operations forces (SOF), and parking requirements. Ensure RTUs briefed on aircraft sortie windows, vulnerability periods per day, mass brief/de-brief times. Ensure RTUs are briefed on deployment planning, intel, weather. Ensure RTUs is provided with the GF-N and ACC point of contract data. Ensure RTUs is provided with the Nellis AFB entry access list form. Ensure the RTUs is provided with the drop plan form. Ensure exercise dates are passed to 57th Operations Support Squadron (OSS) scheduler (include aircraft arrival/departure dates as well as exercise sortie days)

Ensure foreign military units comply with Foreign Visit Request (FVR) requirements. Plan conference out-brief to 549 CTS leadership. Distribute email notification of GF-N unique training opportunities, CDO events chart and expanded air-to-ground mission sets chart to project officers (PROJO) and 12th Combat Training Squadron (CTS) leadership. Confirm RTUs have provided Nellis ammunition section with weapons allocation transfer requirements. Ensure ACC requirements and objectives are incorporated into the exercise.

Review of the most recent Tactical Review Board (TRB)/Weapons and Tactics Conference (WEPTAC) action items. Coordinate and schedule Opposition Forces (OPFOR)/multi-service support (AOMSW, PR events).

Ensure academics, SME experts provide briefs requested by RTUs. Confirm RTUs have the final execution plan for GF-N exercise. Confirm RTUs have the final drop plan.

Review the draft Master Air Attack Plan (MAAP) prior to sending to 12 CTS/DO . Ensure coordination for familiarization flights or additional flights outside of the exercise fly window are completed. Confirm SARM has inputted the

flying schedule into PEX. Confirm SPINS posted on the GF-N Microsoft Teams and Share Point page are current. Review, enforce, debrief SPINS adherence. Verify drop plans are current. 3.1.2.6.4.1.36 Review finalized MAAP prior to distributing to 12 CTS/CC, DO, and contractor site lead. Review SOF requirements on MAAP sheets. Plan and attend contracts event at Fort Irwin during RSOI week with additional travel per diem. Review in-brief day plan

including identifying briefers. LAO, range, SPINS briefs will be conducted by US military personnel. Email pre-RO briefing slides to 12 CTS/CC and DO. Prepare and lead pre-RO telecon. 3.1. Prepare and lead exercise team meetings.

Facilitate in-brief day dry-run events. Ensure RTU project officers are their Commanders and maintenance officers-in-charge (OIC) will attend Detachment Commander (DETCO) meetings. Prepare and lead operations supervisor meetings. Conduct exercise activity: Facilitate mass brief Conduct scheduling meeting. Track progression of both air and ground execution during each exercise. Facilitate debrief with JTACS. Facilitate mass debrief with the aircrew. Generate and distribute daily operation supervisor report for each vulnerability period to garner lesson learned. Review and approve weapons drop-plan/ensure weapons are approved on LLTR. Conduct live fire planning with Fort Irwin.

Post Exercise Activity: Attend tactical and administrative out-brief for departing RTUs. Facilitate post

rotation hotwash. Generate data for after action report (AAR). Review, edit, and forward AAR. Train GF staff members as Operation Supervisors and Team Chief.

Requirements: The candidate shall meet the following qualifications:
  • Experience as a rated officer liaising with ground elements and integrating air operations into military operations.
  • Experience in tactical, military aviation conducting close air support, dynamic targeting, or other related operations integrated closely with surface elements
  • Experience includes controlling attack aviation in military operations

Preferred Qualifications:
  • Air Liaison Officer (ALO) experience is highly desired
