Northrop Grumman Aeronautics Systems has an opening for a Principal Engineering Planning Analyst to join our team of qualified, diverse individuals. You will be responsible for coordinating the Northrop Grumman F-35 Aircraft Maintenance, Upgrade and Overhaul (MUO) CFT in supporting F-35 organizational maintenance at MCAS Miramar, CA.

Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customers. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.

The selected candidate will coordinate the touch labor personnel assigned to the depot level field team at MCAS Miramar and the daily aircraft production of all inducted mod aircraft. They will work with the operations manager in establishing hiring strategies and support the NG site manager with ensuring all technical training, quality, health and safety programs are aligned and resourced to execute the program Statement of Work (SOW).

Duties and responsibilities include (but are not limited to):

• Manages general servicing, repairs, modification, and overhauls of aircraft and aircraft system and sub-systems to ensure that modifications, inspections and repairs are accomplished per applicable engineering and technical data.
• Manages the overall Autonomic Logistics Information System (ALIS) for inducted aircraft. Ensures, Autonomic Logistics Information System (ALIS) work-orders are created to support part requisition, configuration changes and electronic equipment Log updates.
• May supervise multiple maintenance disciplines in an integrated workforce environment that consists of Military, Lockheed Martin, Program Partner Contractors and 3rd Party Touch Labor Contactor employees.
• Ensures workforce follows appropriate technical and DoD instructions.
• Advises Leadership and Management on status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials, and services are provided as needed. Ensures good housekeeping and safety practices are enforced and align with industry

• Considered candidates must be capable of working first (1st), second (2nd), or third (3rd) shift(s) dependent on customer needs.

• Must be willing to provide temporarily support to our other CFT locations at: NAS Lemoore, MCAS Miramar, MCAS Cherry Point, or MCAS Beaufort should the need arise.

• Interpreting and executing policies and procedures that typically affect aircraft maintenance and modification activities as related to US services and partner countries.

• Interpreting and analyzing modification engineering drawings and manufacturing/material process specifications.

Basic Qualifications:

• Must have a high school diploma or equivalent (GED) 9 years of aircraft maintenance experience. Will consider a bachelor's degree and 5 years of experience; or a master's degree with 3 years of experience; or an associate's degree with 7 years of aircraft maintenance experience.

Must have an active (DoD) Secret security clearance Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).

Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company.

• Experience leading post-delivery aircraft modification, overhaul, and upgrade, in-service repair, and inspection efforts.
• Experience as a production superintendent, shop foreman, maintenance control chief or supervisor of teams responsible for multi system aircraft maintenance.

• Experience with such programs as Aircraft Scheduling/Records Management, Job/Maintenance Control, Configuration Control, Maintenance Information Systems, Tool and FOD, E-Time Accounting, Training, Safety, Security, Hazardous Waste Management or Supply Chain Management.

• Experienced in process development, continuous improvement, production of weekly status reports, metrics, and schedules.

Preferred Qualifications:

• F-35 or 5th Gen aircraft MUO experience.

• Staff leadership experience coaching and developing Aircraft Maintenance, Upgrade and Overhaul (MUO) team members.
• Background in planning maintenance/modification actions and executing Time Compliance Technical Orders/Directives (TCTO/TCTD).

• Proficient implementing Change Request (CR). Time Compliance Technical Directives (TCTD) and Action Request (AR).

• Minimum Air Force 7 Level or DoN CDI equivalent.
• Working knowledge of F-35 sustainment tools; Product Data Manager (PDM), JSF Data Library (JDL), Computerized Maintenance Management System (CMMS) and Autonomic Logistics Information System (ALIS).
• Experience utilizing System Engineering processes and procedures.
• Experience applying retrofit background and knowledge to optimize new systems and tools within Global Sustainment.
• Experience managing retrofit activities and proven management/scheduling skills.

Primary Level Salary Range: $103,600.00 - $155,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
