The Opportunity:

As a CACI Mission and Engineering Solutions USAREUR-AF SAG-U Battle Ground Intelligence Planner (BGIP) you will support the Security Assistance Group - Ukraine and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts supporting the SAG-U Commander and helping to fulfill his mission needs for relevant and current information regarding the Armed Forces of the Ukraine (AFU) challenges, equipment needs, strategy and tactics.

You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command.

Responsibilities:

As a CACI Mission and Operations Solutions SAG-U Battle Ground Intelligence Planner (BGIP), you will embed at SAG-U Headquarters at Clay Kaserne in Wiesbaden, Federal Republic of Germany and will travel within the EUCOM theaters as required, to perform services as needed to meet mission requirements in both OCONUS and CONUS locations. When deployed forward to Kyiv, Ukraine, you will directly support the SOK Director (who is the SAG-U Deputy Commanding General for Operations (DCG-O). of SAG-U Operations in Kyiv. The Contractor shall: Provide non-personal services to provide a Battle Ground Information Planner(s) in support of the SAG-U command & staff's efforts to develop and maintain relationships with Armed Forces of Ukraine (UKR AFU or AFU). The requirements will fluctuate across all SAG-U work locations in Ukraine, Poland and Germany, based on changes in mission and available resources.

As a key member of the SAG-U Team in this dynamic live environment, you must be prepared to work overtime to meet the objectives of this task. Also, the ability to deploy forward on very short notice is a requirement. You must be able to travel anywhere in Europe within 8 hours' notice, and anywhere worldwide with 48 hours' notice.

This position is contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. You must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required.

The successful Battle Ground Intelligence Planner / Ukraine SME candidate will be able to:
  • Support the SAG-U command & staff's efforts to develop and maintain relationships with Armed Forces of Ukraine (UKR AFU or AFU). The requirements will fluctuate across all SAG-U work locations in Ukraine, Poland and Germany, based on changes in mission and available resources.
  • Be responsible for scheduling meetings, engagements, and discussions and coordinating logistics for those meetings with UKR AFU personnel that the Government Site Lead (GSL) has deemed appropriate and necessary to SAGU's mission.
  • This includes any correspondence associated with executing engagement such as assisting SAG-U with the preparation of invitation letters or emails, making phone calls, arranging meeting space and other needs as directed by the GSL.
  • Assist SAGU leadership and staff in conducting feasibility reviews and simulations of SAG-U authored options, planning, and overall strategy related to the SAG-U advise & assist efforts.
  • Assist SAGU personnel to identify problems, critical friction points, and risks for SAG-U authored planning and overall strategy.
  • Be prepared to translate any conversation or interaction that he/she may have with the UKR personnel if an official translator is not present and at the direction of the Government Site Lead (see requirement below in Qualifications for language proficiency).

The Contractor Employee will provide the following deliverables in the form of a written report or document unless directed otherwise by the GSL:
  • Provide to SAG-U observations from SAG-U interactions and exchanges with AFU partners related to the Russian invasion in Ukraine. The contractor's attendance at interactions and exchanges will be at the direction of the GLS.
  • Provide reports and inputs to be incorporated into the official Partner Engagement reports.
  • Provide observation summaries or analysis reports in the form of a written memorandum, presentations, desk-side briefings, and/or information papers at the direction of the GSL.
  • Provide SAG-U with a consolidated contact list of all UKR AFU personnel and other UKR Government personnel who the Contractor Employee interacts with to arrange engagements & meetings between the AFU and SAG-U members.
  • This list will be provided electronically within the first month of the period of performance and will be updated no later than the first day of each month throughout the period of performance. Each entry in the contact list will at a minimum contain, the contact's name (first and last), a reliable phone number or email (both is preferred), the contact's rank and unit (if military), and comments that explain the contact's role in arranging meetings and engagements.


Qualifications:

  • A Bachelor's degree from a US Accredited College or University with a minimum of ten (10) years experience.
  • A current a US TOP SECRET clearance.
  • A minimum of four (4) years' experience working for the US Armed Forces and experience in a deployed combat environment, or equivalent experience.
  • Experience working for/with the Armed Forces of Ukraine (AFU), or a government or academic institution of Ukraine.
  • Must have a comprehensive understanding of US Joint military organizational structure (Air, Land and Maritime), military equipment sets, military operations, unit operations, orders, and principles.
  • Must have an understanding of Russian tactics and strategies, Russian drone warfare, Russian collection capabilities, AFU strategy and tactics, to include Unmanned Systems strategy and tactics, and UKR AFU logistics and medical capabilities.
  • Must have an understanding of equipment and arms that have been donated by the US, NATO, and other partner nations, that have been, will, or are currently being employed by the AFU.
  • Must be prepared to work overtime in order to meet the objectives of this task and must be able to travel anywhere in Europe within 8 hours' notice, and anywhere worldwide with 48 hours' notice.
  • Must be able to obtain and maintain all necessary background checks required for access to US and Non-US military bases in Europe.
  • Must have a proficiency level in the Ukrainian language equivalent to the Ukrainian HEADSTART 2 module from the Defense Language Institute or higher proficiency. The Contractor Employee's proficiency should be such that they cand provide translation in the unusual absence of an interpreter.
  • Must be able to provide a statement verifying that no adverse actions against them over the past three (3) years as a Contractor or Contractor Employee of the US government.
