Job Overview
The incumbent arranges for the purchase of assigned commodities and services. The Services Procurement Manager is responsible for the administering, and the close out, of purchase orders and blanket purchase agreements used to purchase commodities and services. Directs and coordinates activities of storeroom personnel to ensure compliance across the full spectrum of Services procurement requirements.
This position is open to Chugach Employees, Chugach Shareholders and Chugach Descendants ONLY.

Responsibilities
Essential Duties & Job Functions:
- Plan, coordinate, and supervise the administrative and programmatic activities of the food services department.
- Directs and manages the procurement-related Services staff, including disciplinary action, makes hiring/termination decisions with concurrence from the Project Manager.
- Manages employee time, approves staff leave and approves hours worked. Approves work schedules.
- Responsible for food product accountability, including ordering, storage, rotation and quality.
- Prepares purchase orders through a computerized system and places orders for the purchase of goods and services.
- Reviews purchase requests; discusses requirements with facility heads and vendors; examines price, suitability, and availability of items or services; compares specifications and reviews alternatives to ensure purchase requests are fulfilled.
- Ensures that the procurement process and documentation is in compliance with the Acquisition Policy and Procedures Manual.
- Obtains appropriate commodities and services in a timely manner to support production processes and schedules.
- Reviews orders for completeness, accuracy, and compliance with existing policies and procedures.
- Evaluates and negotiates pricing and terms with suppliers and contractors; documents the negotiation process.
- Maintains the approved supplier list in accordance with the procurement policy and procedures.
- Maintains the centralized supplier/contractor file system.
- Obtains oral and written price quotes for commodities and services from vendors.
- Performs follow up with suppliers to ensure timely delivery of purchases and documents supplier or contractor performance.
- Compares quotes with specifications and availability of items.
- Expedites deliveries and or slows down deliveries as required to maintain optimal inventory levels.
- Organizes, updates, and retains product information files and purchase order records.
- Reconciles purchase orders/ invoicing issues.
- Participates in meetings and conference calls with internal and external personnel as required.
- Provides customer assistance and training throughout the procurement process.
- Creates, maintains, and updates databases and/or spreadsheets regularly, and provides reports as needed.
- Performs other related duties as assigned

- Adherence to established company safety policies and ability to work in a safe manner, using any required personal protective equipment (PPE) as may be required.
- Compliance with company standard operating procedures and personnel policies and procedures.
Job Requirements
Mandatory:
- High school diploma or equivalent.
- Training in food preparation and 8-years food services experience.
- Three (3) years' experience in a commercial kitchen or industrial food production environment
- Must be able to obtain ServSafe certificate within 180 days of employment.
- Three (3) years of specialized purchasing experience.
- Basic familiarity with mathematical functions.
- Ability to use Excel and Microsoft Word at an intermediate level.
- Successfully pass any background check and/drug test required on the contract.
- Ability to obtain & maintain valid Driver's License and an acceptable driving record.
- Current Top Secret security clearance.
- Associate's degree in food service, hotel/restaurant management or related field.
- One (1) year of undergraduate level education in accounting, business, finance, law, contracts and contracting, purchasing economics or supply management.
- Five (5) years of specialized purchasing experience.
- Three (3) years of experience working with food vendors.
- May be required to stay overnight.
