Position Summary

Odyssey Systems is recruiting to fill a Senior Program Manager position supporting the Intelligence, Surveillance, Reconnaissance, and Special Operations Forces (ISR & SOF) Directorate, WISM Fixed Wing Branch.

Responsibilities

Duties include, but not limited to:

  • Possess the knowledge, experience, and demonstrated ability to perform tasks related to Program Management.
  • Must work independently and be able to apply procedures.
  • Manage and organize resources and personnel needed to efficiently and effectively meet objectives.
  • Assist with developing integrated risk management plans and strategies.
  • Assist with analyzing and preparing draft recommendations relating to weapon system contractor production changes for Government consideration.
  • Assist with writing, reviewing, and editing program documentation with the goal of ensuring weapon system changes are accurately identified and recorded.
  • Assist with reviewing Engineering Change Proposals (ECPs) and Contract Change Proposals (CCPs) and participate in fact-finding and support the Configuration Control Board (CCB) process.
  • Support strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop/coordinate a reporting framework for event-based activities.
  • Support strategic scheduling and planning by developing and maintaining the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS).
  • Create and coordinate a reporting framework for event-based activities.
  • Develop and manage a master integrated program schedule from concept to system fielding.
  • Evaluate and compare contractor and government schedules, conducting probabilistic and deterministic risk assessments via Schedule Risk Assessments (SRA) using Monte Carlo simulation software.
  • Utilize various scheduling software to integrate contractor and government schedule data.
  • Assist in planning program milestones and reviews.
  • Perform analyses to support program strategy decisions and ensure consistency across milestone documentation.
  • Draft, coordinate, and produce final milestone documents and assessments.
  • Gather program data and conduct analyses as required by program managers and leadership.
  • Recommend improvements to internal management processes as part of Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs).
  • Translate user requirements (CDD, CPD, CONOPS) into Request for Proposal (RFP) documentation.
  • Develop PM inputs for PWSs, Contract Data Requirement Lists (CDRLs), and other acquisition documentation.
  • Assist with leading/support activities including but not limited to planning meetings/offsites, facilitating meetings/off sites, developing documents, and attending specialized meetings.
  • Attend and support reviews, audits, and working group meetings.
  • Provide assistance to the Government for assembling Contractor Performance Assessment Rating (CPAR) inputs.


Qualifications

Minimum Required Qualifications

Citizenship : Must be a US citizen

Clearance: Secret

Education & Years of Experience:
  • Master's degree in a related field and at least ten years of experience in the respective technical / professional discipline being performed, five of which must be in the DoD.
  • OR, Bachelor's degree in a related field and at least twelve years of experience in the respective technical / professional discipline being performed, five of which must be in the DoD.
  • OR, fifteen years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.

Technical Skills:
  • Proficient in developing and maintaining Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) to support strategic program planning, milestone tracking, and event-based reporting.
  • Experienced in reviewing and analyzing Engineering Change Proposals (ECPs) and Contract Change Proposals (CCPs), supporting fact-finding efforts and the Configuration Control Board (CCB) process.
  • Skilled in conducting Schedule Risk Assessments (SRA) using Monte Carlo simulation tools to evaluate contractor and government schedules and assess program risk.
  • Adept at drafting and coordinating acquisition documentation, including Performance Work Statements (PWSs), Contract Data Requirements Lists (CDRLs), and milestone decision documents in alignment with DoD acquisition processes.

Interpersonal Skills:
  • Demonstrated strong collaboration and teamwork by working closely with Integrated Product Teams (IPTs), contractors, and government stakeholders to align program objectives and resolve complex issues.
  • Skilled in communicating technical and strategic information clearly across diverse audiences, including leadership, engineers, and acquisition professionals, to support informed decision-making.
  • Proven ability to lead and facilitate meetings, working groups, and off-site planning sessions, ensuring productive discussions and actionable outcomes.
  • Adaptable and proactive in building relationships across functional areas, fostering trust and cooperation in high-paced, multi-stakeholder environments.

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
