About the Opportunity
Caduceus is seeking an experienced Project Manager to lead a large-scale federal support services program involving multi-site field office operations. This role requires direct experience supporting federal agencies, preferably within DHS, USCIS, or other immigration, adjudication, or records-management environments, and managing teams responsible for high-volume administrative workflows.
This contract includes nationwide operational oversight in areas such as mail distribution management, unclassified records handling, courier services, file creation and maintenance, audit compliance, and naturalization-related support activities.
Key Responsibilities
Lead nationwide program operations supporting federal field offices with high-volume administrative, records, and mail distribution tasks.
Directly manage teams delivering:
Mailroom and courier services for federal correspondence and sensitive files.
File/records management including audits, file creation, file transfers, and maintenance.
Administrative support for naturalization or ceremony-related activities.
Implement and enforce compliance with federal policies, records-handling standards, and agency operating procedures.
Coordinate daily with federal stakeholders, site leads, and internal operations teams.
Develop SOPs, quality control plans, staffing models, training programs, and performance metrics.
Manage multi-site staffing, recruitment, onboarding, and continuous performance oversight.
Oversee contract deliverables, reporting, cost controls, risk management, and operational continuity.
Conduct recurring site visits to ensure consistent execution and government satisfaction.
Lead project transition/start-up activities, ensuring readiness from Day 1.
Minimum Qualifications
Bachelor’s degree in Business, Management, Public Administration, or related field.
5+ years of program or project management experience within a federal agency environment.
Experience supporting DHS, USCIS, or similar agencies involving immigration services, adjudication processes, records management, or field office operations.
Proven leadership managing geographically dispersed teams in a high-volume federal operational setting.
Strong understanding of federal administrative functions, records lifecycle processes, chain-of-custody requirements, and mail/courier workflows.
Demonstrated experience developing SOPs, QA/QC processes, and compliance management systems.
Strong communication and stakeholder engagement capabilities with federal program offices.
Proficiency with MS Office and ability to quickly learn government systems.
Preferred Qualifications
PMP or equivalent project management credential.
Experience on GSA Schedule contracts or federal recompetition environments.
Experience supporting programs involving naturalization, immigration services, or federal records handling.
Prior experience working with the Field Operations Directorate or similar operational directorates.
Additional Requirements
Ability to pass a federal background investigation.
U.S. Citizenship may be required.
Ability to travel to support multiple field office locations.
