An organization within Northrop Grumman's Intelligence Systems division, the Surveillance and Targeting Operating Unit is seeking a Deputy Program Manager for the Ammolite and On-Orbit Missions Operations Programs. The position will be located in Baltimore, MD and will be 100% on-site.

Overview

The Deputy Program Manager will support the Program Manager for execution of On-Orbit mission operations for a constellation of radar satellites. The team is responsible for on-orbit satellite checkout and transition to operations. The Deputy Program Manager is the primary operational interface to our customer and is responsible for the cost, schedule, and technical performance of the Mission Operations Element, with focus on contract change coordination, proposals and maintaining a team to sustain recurring on-orbit operations. The scope of the role will also include execution of capability enhancement contracts with SEIT and software development.

Role and Responsibilities:

The Deputy Program Manager is responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Cultivate customer relationships and intimacy to develop further opportunities within the customer community
  • Develop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Maintain a program organization that effectively addresses customer requirements and incorporate necessary internal and external sub-organizations
  • Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives
  • Measure and report program performance
  • Deliver presentations to customers, executive management, and other program stakeholders
  • Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Establish design concepts, criteria, and engineering efforts for product research, development, integration, and test
  • Identification, distribution, tracking, and completion of program requirements
  • Adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identify, allocate and manage program resources, including workforce planning.
  • Manage Government/customer supplied property or information (GFE, CFE, etc.)
  • Manage suppliers to meet program objectives
  • Adhere to all internal processes, policies, and applicable industry standards
  • Ensure program team understands and adheres to contract scope and manages change through control board activities
  • Adherence to master plans and schedules
  • Conduct thorough risk & opportunity management practices including identification, mitigation, and realization


Basic Qualifications:
  • Bachelor's Degree in a STEM discipline and 8 years' experience supporting US Government contracts and/or customers in a project/technical lead role; OR a Master's degree in a STEM discipline and 6 years' relevant experience
  • Experience in program or Project management, or as an IPT Lead Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
  • Experience with Earned Value Management Systems (EVMS) and schedule development tools
  • Demonstrated success leading teams/and or organizations to achieve a common goal
  • Experience in risk and opportunity management
  • Experience managing subcontract and supply chain elements of the program in a manner that supports program goals and company strategy
  • Experience managing the maintenance, operations, and support of delivered products, including field and fleet support personnel.
  • Strong interpersonal, communication and presentation skills with the ability to engage with customers and senior leadership
  • Ability to obtain and maintain a DoD Top Secret Clearance with SCI access
  • US Citizenship is required


Preferred Qualifications:
  • Excellent organizational and project management planning
  • Experience managing cost proposals
  • Knowledge of Radar Systems
  • Project Management experience in Software Development including embedded and cloud based instantiations
  • Experience with Spacecraft Operations and Ground Mission Operations
  • Active Top Secret and/or SCI clearance


Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
