Precise Systems, Inc. is currently seeking a Senior Domestic Financial Analyst to support our customer in Patuxent River, MD. The Senior Domestic Financial Analyst will provide financial support to the PMA-231 Budget Financial Manager and the PMA-231 Test and Evaluation team.

Functional Description :

· Provides financial and/or accounting support to the Program Office or other organizational support elements and other activities. Performs budgeting, funding execution, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Utilizes Navy-ERP and Common Spend Plan Tool (CSPT) to perform financial execution functions.

· Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations. Familiarity with AMS.

· Use the Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Program Budget documents, and other data visualization tools to conduct program level analysis (and provide recommendations) for Spend Plan Identification Number (SPID) accuracy, execution feasibility, and risk identification.

· Provide omni-directional communication between E-2D Program Managers (PM) and Budget Financial Managers (BFM) based on conducted financial analysis.

· Maintain a program level, financial status knowledge to assist BFMs and Program Managers during the planning and execution phases.

· Coordinate with BFMs and PMs during Department of Navy (DON), Office of the Secretary of Defense (OSD), and President's Budget (PB) budget review cycles.

· Utilize Navy Enterprise Resource Planning (ERP) to ensure Total Obligation Authority (TOA) and documents needing attention are accurate within CSPT.

· Coordinate budget requirements and funding documents with field activities and other government activities.

· Link SPIDs to Purchase Requests after funding documents are created/executed and adjust SPIDs accordingly.

· Assist IPTs in preparation of charts and input for briefings in support of weekly spend plan reviews, monthly financial reviews, and various other program briefings/drills.

· Utilize Excel or other data visualization tools to provide updates to the IPTs as needed

· Attend various meetings to include Spend Plan Reviews, Contract Status Meetings, BFM/Contracts review, Common Spend Plan Tool Stakeholder meetings and other meetings as necessary

· Provides support with a variety of management activities, corporate initiatives, special projects, and data calls, which could have significant impact on the organization.

· Work with BFMs and various IPT members to quality check and analyze financial and

Personnel data in the system; work to customize CSPT reports; extract, sort, and filter data to assist with data calls under tight timelines.

· Perform budget execution in NERP including tracking status of obligations and expenditures.

· Track labor Spend Plan Identification Numbers (SPID) execution.

· Assist with Fiscal Year Defense Planning (FYDP) planning data for the program office into

CSPT.

· Assist BFM team in preparation of charts and input for briefings in support of spend plan

reviews, monthly financial reviews, and various other program briefings/drills.

Required Experience: Must have a minimum of ten (10) years of experience performing duties described in the functional description.

Required Education : MS or MA degree in a business, management or relevant technical discipline.

Allowable Substitution: Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR

Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40 to $129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
