Duties
Help
  • Exercise full responsibility to manage and operate personnel life-cycle management program in support of three Signal Officer Areas of concentration and four Warrant Officer military occupational specialties.
  • Responsible for the development and execution of plans to provide administrative guidance for the personnel life-cycle functions for Signal Officers and Warrant Officers .
  • Gathers and evaluates data related to personnel and force integration polices, programs, and products.
  • Identify issues to recommend solutions concerning personnel life-cycle program functions.
  • Assist Signal Branch and/or Army management resolve personnel life-cycle issues.
  • Monitor life-cycle activities for related military occupations to identify efforts which may impact assigned occupations.
  • Monitor commercial technologies to determine the impact on Soldier's structure and skill set.
  • Advise Signal Branch senior leadership on the functional and technical roles of Signal occupations.
  • Serve as force integration and personnel life-cycle management consultant for Signal related functional occupations.
  • Identify correct career path, training and education, and grade for officers of the Signal Branch and related force.
  • Recommends solutions to problems and communicates the purpose and scope of ongoing efforts to managers at all levels through meetings, memoranda, briefings and reports.
  • Develop conceptual framework for change required under the parameters of the eight personnel life-cycle functions
  • Provide guidance and counseling on performance standards, training, and overall results for assigned personnel.
  • Assign work to subordinates based on priorities and requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Temporary Duty Travel (TDY) (25%) is required for this position.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment and periodically thereafter.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • This position is in the Supervision/Management work category as defined by Cyber Excepted Service, DoDI 1400.25-V3007. A one-year supervisory probation is required to assess your ability to perform supervisory duties.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Managing and directing the eight personnel life-cycle management functions of force structure; 2) Performing personnel force integration functions for Signal occupations to synchronize personnel systems with evolving DOTMLPF solutions; 3) recommending solutions and coordinating implementation efforts related to personnel management and; 4) performing in an environment characterized by problems of greater than average difficulty.
