Duties

  • Leads all Readiness and Contingency Operations (RCO) programs across a massive Area Of Responsibility (AOR).
  • Directs planning, execution, and evaluation of disaster response for Flood Control and Costal Emergencies (PL 84-99), Stafford Act mission assignments (PL 93-288), Field Force Engineering, oversees humanitarian assistance, and military contingencies.
  • Receives and manages mission assignments from Combatant Command, Department of Army, Federal Emergency Management Agency, and request/coordinate military support and inter-Division resources.
  • Supervises Readiness and Contingency Operations staff: assignments, performance, disciplining, hiring, and training.
  • Oversees funding, mission execution, and compliance at district level; reviews district requests and adjusts authorities/funding.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential".
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Directs region-wide emergency operations, coordinating with multiple partner agencies to ensure comprehensive planning, execution, and post-event analysis for natural and man-made disasters and security requirements and providing advice and recommendations to military leadership; 2) Provides technical expertise, program management, and professional liaison for civil and military emergency programs, incorporating engineering principles that support requirements under Public Law 84-99, Public Law 93-288 and military contingencies with a multitude of federal, state, and local partners; 3) Supervises a team of professionals, effectively planning, assigning, and prioritizing work while resolving employee issues and ensuring adherence to program goals and objectives; and 4) Oversees civil and military planning, operations, and training/exercise initiatives, utilizing matrix assignments to maintain operational agility from peacetime to operations mode. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
