  • Plans, organizes, and directs the Investigations/FP Intelligence Branch, ensuring the work complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
  • Represents the organization with a variety of installation and functional area organizations. Serves as liaison between SF commander and wing for intelligence and anti-terrorism/force protection (AT/FP) matters.
  • Serves as Supervisory Detective, manages, directs and assists investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) as determined by Security Forces and AFOSI commanders.
  • Serves as the Defense Commander's primary advisor and focal point on force protection intelligence matters. Performs in-depth research, collects, assesses, analyzes and disseminates information in order to detect security threats within the installation's area of operation and responsibility.
  • Serves as liaison to, coordinates with, and assists other investigating agencies to include local, state, federal, and military on issues concerning investigations affecting the installation.
  • Serves as the Evidential and Acquired Property Custodian for security forces. Is the primary custodian for evidence relating to criminal activities and for found/acquired property in security forces.

    • May be required to work uncommon tour of duty for investigative purposes and surveillance tasks.
    • May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
    • May be required to travel in military or commercial aircraft and perform various security forces investigator duties at other locations.
    • Will be required to carry AF Form 688, Security Forces Investigator Credentials and Department of Defense Police Badge, in the performance of official duties.
    • Due to local requirements for access to classification information, employee may be required to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI) access.
    • This position may be designed as a key position IAW AFI 36-507. Duties of this position may be determined to be essential to accomplishment of wartime/contingency operations.
    • Incumbents of key positions must be removed from their military recall status if alternatives for filing the position during an emergency are not available.
    • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to the possibility of a random drug test.
    • Incumbent must be qualified in the use of required weapons. The work may require the employee to drive a motor vehicle and an appropriate, valid driver's license will be required.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform duties of this position.
    • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast and depth.
    • Must undergo initial and periodic job compatibility assessments. Must obtain and maintain current required certifications in CPT techniques, self-aid buddy care and first aid.
    • Civilian clothes must present a neat and professional appearance, unless performing duties requiring a specific function (i.e. surveillance, stakeouts, etc.). Must be in compliance with applicable fitness and weight standards.
    • The employee must attend L5AZA3P071-013 - Military Police Investigator course within the first 6 months, if training slot is available.
    Qualifications

    Continued from Conditions of Employment:
    • The employee must certify on the National Criminal Incident Center (NCIC) within the first 3 months, if training slot is available.
    • Must pass initial formal law enforcement training school as determined by functional.
    • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
    • This position may fall under the Standard Premium Pay Provisions under Title 5 USC.
    • Completion of a bachelor's degree from an accredited university is desirable.
    • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
    Requirements - Qualifications:
    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Police Series 0083.

    SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service in law enforcement conducting investigations of crimes and complaints allegedly committed by military and civilian personnel on the installation and within the local jurisdiction. Serve as liaison to, coordinates with, and assists other investigating agencies to include local, federal, and military on issues concerning investigations affecting the base.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of investigative concepts, principles, policies, procedures, methods, and techniques to detect, investigate, and resolve crimes, complaints, and allegations of violations of compliance with federal security laws, regulations, or other mandatory guidelines.
  • Knowledge of security forces concepts, policies, directives, requirements, procedures, technology, methods and techniques.
  • Knowledge of custodial practices, procedures, and requirements for identifying, storing and accounting for evidence.
  • Knowledge of military, state and federal laws and precedents concerning admissibility of evidence; search and seizure; rights of military and civilian suspects; access to information (e.g., the Freedom of Information and Privacy Acts); etc., especially as these relate to security forces functions.
  • Knowledge of safety and security regulations, practices and procedures.
  • Skill in planning and conducting proactive and reactive investigations, fact-finding interviews and full investigations.
  • Skill in producing finished intelligence reports and other products that are responsive to the specific needs of customers to include formulating and conducting original research; collating, organizing and analyzing information; resolving conflicts and presenting clear and concise findings.
  • Ability to quickly assimilate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
  • Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
