The Staff Officer IV will support the All-Domain Anomaly Resolution Office (AARO) under the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)). This key personnel position serves as a policy development and analysis specialist responsible for providing expert-level support in developing strategy, plans, and policy for AARO operations, activities, and investments across all lines of effort. The position requires extensive experience in Department of War (DOW) policy development, operational requirements analysis, and strategic planning to enable effective organizational coordination and operational success in support of national security objectives.

Responsibilities:
Policy Development and Strategic Planning
- Assist AARO leadership in the development and promulgation of strategy, plans, and policy for AARO operations, activities, and investments across all lines of effort daily.
- Provide subject matter expertise in policy development and policy analysis work within the Department of War.
- Support the development of DOW and Intelligence Community-wide processes and procedures to enable operational and intelligence reporting of airborne objects of interest including UAP.
- Contribute to the identification and attribution of unknown or anomalous airborne objects through policy and procedural frameworks.
Staff Package Development and Coordination
- Develop and coordinate approximately six Office of the Secretary of War (OSW) staff packages per week, including for time-sensitive requirements, for Senior Leader support and approval.
- Prepare comprehensive staff packages that support AARO Director decision-making processes.
- Ensure all staff packages comply with OSW formatting standards and procedural requirements.
- Coordinate with multiple stakeholders across the DOW and Intelligence Community for package development and approval.
Reporting and Documentation
- Produce and coordinate annual, monthly, and weekly reports, briefings and other products that detail AARO-related operations, activities, and investments.
- Disseminate reports and briefings, following Government approval, for Congressional and Senior Executive Branch officials.
- Support preparation of no more than ten reports, briefs, and similar products per week as required by mission needs.
- Ensure all documentation meets professional standards and is free of substantive errors or bias.
Action Item Management and Coordination
- Review and monitor the status of action items, activities, and products using the Correspondence and Task Management System (CATMS) and Joint Staff Action Processing (JSAP) System daily.
- Track progress of assigned tasks and ensure timely completion of deliverables.
- Coordinate with government personnel and other contractors to ensure seamless workflow and communication.
- Maintain accurate records and status updates for all assigned action items.
Operational Requirements and Risk Assessment
- Apply expertise in operational requirements analysis and risk assessment to support AARO mission objectives.
- Provide analytical support for operational planning activities related to UAP detection and identification.
- Support assessments of operational capabilities and requirements for AARO activities.
- Contribute to the development of operational procedures and protocols.
Stakeholder Engagement and Liaison
- Develop and maintain positive working relationships with counterparts across DOW, including the Joint Staff, other OSW organizations, DOW Components, Military Departments, and Combatant Commands.
- Serve as liaison between AARO and external DOW policy organizations.
- Facilitate communication and coordination with Intelligence Community partners.
- Support engagement with Congressional staff and other external stakeholders as required.
Strategic Communications and Coordination
- Support strategic communications planning and coordination activities.
- Assist in the preparation of materials for external engagements and briefings.
- Coordinate with Public Affairs and Congressional Affairs offices on AARO-related messaging.
- Ensure consistency of policy positions across all AARO communications.
Qualifications:
- Must be a United States Citizen
- Active Top Secret security clearance with SCI eligibility
- Bachelor's Degree from an accredited college or university
- Minimum of 10 years of experience with policy development or policy analysis work within the Department of War
- Experience in relevant fields including assessments, operational requirements and risk analysis, or operational planning
- Demonstrated expertise in developing and coordinating OSW staff packages and documentation
- Strong analytical and problem-solving abilities with focus on policy analysis
- Excellent written and oral communication skills
- Experience with CATMS and JSAP systems or similar action tracking systems
- Proficiency in Microsoft Office Suite, particularly Word, PowerPoint, and Excel
- Knowledge of DOW organizational structure and decision-making processes
Desired Qualifications:
- Advanced degree in Public Policy, Public Administration, International Relations, or related field
- Experience with Intelligence Community policy processes and requirements
- Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) policy procedures
- Familiarity with AARO mission and Unidentified Aerial Phenomena (UAP) research activities
- Experience with OSW and Pentagon-level policy development and coordination
- Knowledge of Congressional reporting requirements and processes
- Experience with strategic planning and operational assessment methodologies
- Understanding of DoD Planning, Programming, Budgeting, and Execution (PPBE) processes
- Experience with interagency coordination and policy development
- Knowledge of national security policy development and implementation
