Capgemini Government Solutions (CGS) LLC is seeking a highly skilled Financial Management Action Officer who is thoroughly familiar with performing all phases of budget administration. This role requires knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques. The position involves analytical, technical, and administrative duties in one or more phases of the budgetary process, including budget formulation and justification, presentation and enactment, or execution in support of the acquisition of platforms, equipment, systems, and international programs.

Job Description
The Financial Management Action Officer will serve as a key member of the OPNAV N16 Financial Management (FM) team, supporting strategic financial planning, budget execution, and portfolio management across the Navy's My Navy HR enterprise. This role requires a proactive, detail-oriented professional with strong analytical skills and a deep understanding of Department of Navy (DON) financial systems, processes, and reporting requirements.

Budget Execution
Knowledge and understanding of Federal Financial Management Regulations, Policies, and Procedures needed to effectively execute funds appropriated by Congress. Ability to utilize sound fiscal judgment to ensure funds are executed within the purpose, time, and amount authorized.
Fiscal Law & Policies
Understanding of the body of law that governs the availability and use of federal funds. Knowledge of the process by which Government expenditures are authorized and funded, and differentiation between major types of appropriations and their uses.
Audit Readiness
Understanding of policies and concepts associated with establishing and maintaining internal controls in accordance with DoD guidance. Provides analysis and support to auditing activities such as documentation retention, control testing, and business process improvement.
Acquisition Planning
Knowledge of DoD 5000 Instruction and its governance and interaction with Decision Support Systems. Acquisition Planning consists of various phases and decision milestones, synchronized with financial planning and budgeting products.
Financial Reporting
Understanding and support of Acquisition Reporting, Financial Statements, Audit Readiness reporting, Execution Status, and Reports extracted from FM systems.
Financial Systems Functionalities
Comprehensive understanding of financial systems and their functionalities. Knowledge of reporting capabilities and ability to utilize financial data to provide programmatic and financial recommendations.
Accounting Principles and Policies
Knowledge and understanding of both budgetary and proprietary Financial Accounting principles and policies associated with DoN funding appropriations. Ability to apply sound DoD accounting practices.
Financial & Economic Analysis
Ability to forecast, analyze, reconcile and recommend strategies utilizing programmatic and financial data in accordance with fiscal policies and regulations.
Budget Formulation
Understanding of the front-end process by which a specified budget is developed, justified, and defended. Includes POM output, budget presentation, and Congressional briefings.

Required Qualifications:

- Previous Navy or other DoD experience is highly desired
- Must have strong presentation and conversational skills
Knowledge Desired
- Advanced knowledge of various financial reports and ability to provide analysis on data reported
- Advanced knowledge of acquisition reporting requirements and ability to provide analysis of data
- Ability to efficiently generate both routine and non-routine reports, charts, and graphs
- Ability to navigate within financial systems to obtain financial information that crosses numerous FM disciplines

- Advanced knowledge of Command Assessments, MICP and FIAR Program
