ZT/ICAM Business Analyst

Location: Washington, D.C. (Onsite minimum 2 days/week; may be required up to full-time onsite)
Clearance: Public Trust or DoD Secret preferred

Position Overview:

We are seeking a Zero Trust / Identity, Credential, and Access Management (ZT/ICAM) Business Analyst with strong analytical skills, familiarity with identity lifecycle processes, and the ability to build advanced data products that support federal cybersecurity and governance decision-making. This role combines functional analysis, stakeholder engagement, light data engineering, and Power BI dashboard development to advance enterprise Identity, Credential, and Access Management and Zero Trust maturity.
The analyst will translate business needs into structured requirements, develop process and data models, and deliver high-quality reporting that supports leadership visibility, compliance, and operational decision-making.

Key Responsibilities:

Business Analysis & Process Definition
Elicit, refine, and document business and functional requirements for ICAM and Zero Trust capabilities (IGA, PAM, SSO/MFA, RBAC, onboarding/offboarding, credential management, identity data flows, etc.).
Create workflow diagrams, process maps, user stories, and traceability artifacts.
Translate technical ICAM concepts into accessible documentation for business and mission stakeholders.
Data Engineering & Advanced Analytics
Perform light data engineering, including data extraction, transformation, cleansing, shaping, and normalization from a variety of data sources.
Build and maintain advanced Power BI dashboards, data models, DAX measures, and visual analytics to support reporting on identity lifecycle performance, provisioning speed, privileged access compliance, identity data quality, and ZT maturity indicators.
Integrate multiple identity data sources (e.g., SailPoint, Active Directory, HR systems, ticketing platforms) into coherent datasets used for governance and oversight.
Conduct quantitative analyses to identify trends, anomalies, compliance gaps, and optimization opportunities.

ZT/ICAM Program & Requirements Support
Support definition and refinement of Zero Trust-aligned identity processes and business rules.
Partner with engineering teams to ensure requirements are feasible, testable, and tied to ZT/ICAM modernization outcomes.
Provide analytical insights that inform policy decisions, process improvements, and prioritization.
Stakeholder Facilitation & Communication
Lead and support workshops, interviews, and working groups across business, security, HR, and system-owner stakeholders.
Develop presentations, decision papers, briefs, and executive-level narratives that incorporate data-driven insights.
Support change management, adoption planning, and communications for new identity capabilities.
Compliance & Governance Support
Ensure requirements and reporting align with OMB M-22-09, NIST SP 800-53, NIST SP 800-63, CISA ZTMM, FISMA, and agency-specific ICAM/Zero Trust policies.
Provide documentation inputs for ATO packages, audits, and control evidence.
Track compliance metrics, risk indicators, and adoption progress through structured reporting.

Qualifications

Required
3–7+ years of experience as a Business Analyst supporting cybersecurity, ICAM, Zero Trust, or enterprise IT modernization.

Demonstrated experience in:
Light data engineering (querying, shaping, merging, normalizing datasets; Power Query/M; basic Python or SQL a plus).
Advanced Power BI development, including data modeling, DAX, row-level security, and multi-page executive dashboards.
Ability to produce clear requirements, process documentation, and visual analytics for technical and non-technical audiences.
Familiarity with federal cybersecurity frameworks (NIST 800-53, NIST 800-63, OMB guidance, CISA ZTMM).
Strong communication, facilitation, and analytical skills.

Preferred

Active or prior federal clearance: Public Trust, Moderate/High Risk, or DoD Secret.
Experience with identity platforms (e.g., SailPoint, CyberArk, Azure AD) or federal credentialing systems.
Experience supporting Treasury, IRS, DHS, DoD, or other federal agencies.
Experience with ServiceNow data structures or integration workflows is a plus.
