MAJOR DUTIES AND RESPONSIBILITIES
Business management duties comprise 75% of incumbent's time and include but are not limited to:
- Organizes and administers comprehensive QOL and QOS programs for the installation.
- Functions as primary resource manager responsible for optimizing the provision of programs and services, responsible for the financial well-being of FFR programs.
- Develops FFR master plan that addresses overall program scope to include three primary sub-functional program areas: Mission Sustaining Programs, Community Support Activities and Business Activities.
- Provides direct management and supervision of the MWR Program and oversight of all other FFR programs; implements policies and directives from the command and higher headquarters and adapts those policies to meet the needs of the installation.
- Develops operating criteria and techniques for stimulating and maintaining interest in all customer service activity areas.
- Ensures the efficient execution of FFR long-range plans into the installation planning, programming and budget execution process.
- Serves as primary QOL/QOS advisor to the Installation Commanding Officer (CO) for all FFR / N9 matters pertaining to issues such as status/availability of funds, programs, projects, and/or services.
- Plans for and budgets available appropriated (APF), and non-appropriated (NAF) supported funds to optimize revenue while reducing expenses.
- Develops and implements new and advanced business strategies to achieve organizational goals and increase revenue-generating program profitability and effectiveness.
- Coordinates with all Region N9 program managers to facilitate support services, resourcing, (e.g., POM, budget, allocation, and distribution), oversight, inspections, audits and coordinating data calls from higher authority.
- Reviews, designs, and develops program budgets and operational funding requests. Budgets, allocates and monitors funds to accomplish specific program goals and objectives. Defines budget requirements on an annual, quarterly, or monthly basis as required to meet program objectives or to correct deficiencies.
- Prepares and updates a comprehensive out-year budget and capitalization plan for all FFR activities and facilities.
- Identifies and updates facilities' improvement programs (non-appropriated and appropriated) and associated budgets.
- Advocates for projects and ensures familiarity with all steps of the project planning and approval process. Coordinates with Region and installation leadership on developing business case analyses and project justifications.
- Leads planning and implementation of MWR budget.
- Ensures MWR accreditation and program standards are tracked, implemented, and monitored.
- Leads planning for MWR accreditation visits.
- Coordinates details of QOL activities with members of the installation and local civilian community, as appropriate, and attends off-site conferences and meetings.
- Ensures short and long-range financial performance plans are accomplished through regular analysis of financial assets and liabilities. Reviews monthly operating statements and keeps the Regional Program Managers apprised of budget deviations and/or less than satisfactory operating results. Modifies budget plans and implements performance measures to respond to changes in policies, funding level or program requirements.
- Directs work to be accomplished by a workforce of both NAF and APF employees: up to six personnel (NF-4/5 or GS equivalent) from as many functional areas within the FFR Directorate, and up to five personnel (NF-2/3 and crafts/trades) in various classifications (e.g., Recreation Assistants, Recreation Specialists, Maintenance Workers, etc); and acts as a rating official.
- Provides second level supervision for up to 20 NAF and APF employees; and acts as Senior Rating Official for FFR activity managers (CYP, Family and Unaccompanied Housing, Fleet and Family Services and the Galley program) at the installation.
- For installations with military personnel working within FFR programs, may serve as military department head supervising military staff, evaluating performance, and resolving concerns as needed.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
- Conducts annual performance reviews of staff; Participates in section staffing decisions.
- Ensures staff receives proper training to fulfill requirements of their positions.
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and
