Job Summary

B&A is looking for an Infrastructure Application and Database SME to join a contract with a federal government client in support of an important mission. In this role, The Infrastructure Application and Database SME Lead oversees the stability, performance, and security of enterprise Oracle and Microsoft SQL Server environments. This role provides expert technical leadership in database architecture, optimization, and administration-driving innovative solutions for complex challenges while ensuring alignment with organizational goals.

Responsibilities
  • Lead Oracle and SQL Server database projects from design through implementation and support
  • Administer and optimize Oracle and SQL databases, including installation, tuning, backup/recovery, and cybersecurity compliance.
  • Manage database performance, high availability, and disaster recovery strategies.
  • Configure and maintain Oracle Enterprise Manager (OEM 13c) for monitoring, alerts, automation, and reporting.
  • Provide technical leadership and mentorship to database teams and project staff.
  • Collaborate with stakeholders to align database solutions with business and DoD requirements.
  • Apply and maintain DISA STIG and RMF cybersecurity controls; support security audits and risk mitigation.
  • Troubleshoot complex database and performance issues, identifying root causes and implementing effective solutions.
  • Oversee vendor and contract relationships with Oracle, Microsoft, and other technology partners.
  • Manage database change processes to ensure stability, configuration integrity, and minimal downtime.
  • Prepare and maintain detailed technical documentation, project reports, and operational procedures.
  • Drive continuous improvement by staying current with emerging database technologies and best practices.
  • Support cloud-based deployments (AWS, Azure, OCI) and hybrid database environments.
  • Demonstrate strong communication, leadership, and project management skills in cross-functional teams.

Required Skills
  • 10+ years of experience in database administration and infrastructure engineering (Oracle and Microsoft SQL Server).
  • Deep understanding of Oracle Database architecture (19c or newer) and SQL Server (2019 or newer).
  • Hands-on experience with Oracle Enterprise Manager (OEM 13c) setup, monitoring, and automation.
  • Strong background in database performance tuning, backup/recovery, replication, and disaster recovery.
  • Expertise in high availability solutions such as Oracle Data Guard, RAC, and SQL Always On Availability Groups.
  • Proficiency in scripting and automation (e.g., PowerShell, Bash, Python, Ansible).
  • Knowledge of cloud database services (AWS RDS, Azure SQL Managed Instance, Oracle Cloud Infrastructure).
  • Experience with virtualization (VMware, Hyper-V) and Windows/Linux server administration.
  • Strong understanding of networking fundamentals as they relate to database systems (TCP/IP, DNS, routing).

Desired Skills
  • Experience with database modernization and migration (on-prem to cloud or hybrid environments).
  • Familiarity with containerized database deployments (Docker, Kubernetes, or OpenShift).
  • Knowledge of automation/orchestration tools (Ansible, Terraform, Jenkins) for database provisioning and patching.
  • Exposure to NoSQL and open-source databases (PostgreSQL, MariaDB, MongoDB).
  • Proficiency with database analytics and monitoring tools (Splunk, Grafana, Prometheus).
  • Understanding of data warehousing and ETL processes (Informatica, SSIS, or similar).
  • Hands-on experience with BI Publisher for reporting and compliance tracking.

Security Clearance
  • Active Secret Clearance

Certifications:
  • DoD IAT Level II Certification (per DFARS 252.239-7001)
  • CompTIA Security+ CE (minimum required IA certification)
  • DLA CE Certification - IA Role/Function: TBD at Task Order level
  • MCSA: SQL 2016 Database Administration (DBA)
  • Microsoft Certified: Azure Database Administrator Associate (DBAA) or higher
