Compass Point Federal (Compass Point) an AKIMA Company is seeking a highly qualified EW Communications Analyst to support Army capability modernization efforts by researching, developing, assessing, analyzing, and defining functional requirements for joint and Army capabilities within the DOTMLPF-P framework (Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy). Responsibilities

  • The candidate will develop executive-level briefing materials, technical instructions, and JCIDS (Joint Capability Integration and Development System) requirement documents, including Initial Capability Documents (ICD), Capability Development Documents (CDD), and Capability Drops (CD). Strong analytical skills, excellent written and verbal communication abilities, and experience in collaboration with diverse stakeholders are essential for success in this role.
  • To qualify, candidates should have a solid understanding of JCIDS and Army acquisition processes related to requirements management and materiel development, along with proven experience in developing and reviewing JCIDS documentation. Familiarity with DOTMLPF-P considerations and their application to capability modernization efforts is preferred.
  • Researches, analyzes, develops, designs, models, and tests communications systems and equipment, including but not limited to networks, data links, digital radio, battle management and command and control systems, wide and local area networks, point-to-point systems, secure systems, signal coding and modulation schema. Conducts studies on communications systems and equipment, such as present and projected volume of communications, effectiveness and adequacy of system, and estimated equipment costs. Performs engineering studies to obtain data on new equipment and systems developments in the communications field and adaptability of equipment to existing systems. Performs work under general supervision. Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Possesses solid working knowledge of subject matter.

Qualifications

  • Active Secret Clearance Required.
  • A minimum of two (2) years' experience with requirements development, documentation, and approval processes.
  • A minimum of three (3) years' experience in Signal Operations.
  • A minimum of three (3) years' experience providing IDM/CS and data recovery services at the tactical and/or enterprise level (e.g. BCT, Division, Corps, Joint, NEC, RCC, ACOIC, or ARCYBER Network Operations centers); commercial equivalent accepted based upon approval by the COR.
  • Experience with the configuration and management of content/recovery tools and storage (e.g. SharePoint, VMWare, databases, storage infrastructure, etc.).
  • Experience with the coordination and reporting to and from higher or lower network operations centers.
  • Education: Undergraduate degree in Data Science, Computer Science, Information Systems Management, Networking, Telecommunications Management, or related technical field from an accredited college or university. Additional experience may be accepted in lieu of degree as determined by the COR.
  • Proficiencies:
    • Knowledge of the Virtual Machine technologies.
    • Knowledge of data discovery, delivery, storage, and recovery technologies.
    • Knowledge of data contingency of operations planning (COOP).
    • Knowledge of Information Dissemination Management/Content Staging (IDM/CS).
  • Technologies:
    • Commercial equivalent accepted based upon approval by the COR Knowledge of JCIDS, Knowledge of Army/Joint organizations and their functions, Knowledge of Signal related Army/Joint Doctrine and policies.
    • Have exceptional written and verbal communications skills, briefing skills, and the ability to work closely with a wide range of DOD and other contractor entities.
    • Knowledge in computer automation software (have a working knowledge of Word, PowerPoint, Excel, Spreadsheets, Outlook, Outlook Calendars, etc.)
      Have the ability to work within a team, manage a large workload, and adapt to reprioritization as dictated by Government leads.
  • Qualifications:
    • Shall complete Defense Acquisition University online courses RQM 1010 Introduction to JCIDS, and RQM 1100 Core Concepts for Requirements Management within the first 30 days of employment.
