Northrop Grumman Microelectronics Center (NGMC) is seeking an Engineering and Sciences Strategic Staffing Lead as a Manager Level 3. This position will report to a Director Level 1 and serve on-site in the greater Baltimore, MD area.
What You'll Get to Do:
The Strategic Staffing Lead will be the primary interface to the business organization for understanding Engineering and Sciences staffing needs for a growing portfolio of programs. The Staffing Lead will coordinate with business leaders to understand current and future staffing needs. The Staffing Lead will use our Workload Forecast tool to assist in translating business staffing needs to engineering staffing forecasts. The Staffing Lead will be the primary interface to the Talent Acquisition (TA) organization to develop requisitions and ensure the TA team has the right signal for attracting candidates from the external market. The Staffing Lead will build and lead hiring teams as well as conduct interviews and support hiring events. The Staffing Lead will assist with the activities required to have an effective and efficient onboarding experience for new hires.
The Staffing Lead will use critical, thoughtful, and creative thinking as well as fostered relationships to align talent to roles. The Staffing Lead will assist with talent management across the organization. The Staffing Lead will gain a strong understanding of the current talent and assist in developing forward-looking succession plans to support transitioning team members from one program to another program as business needs arise. The Staffing Lead will assist with tracking targets and use of metrics to communicate progress and challenges to senior leadership.
This position is contingent upon acquiring and maintaining the necessary US Government security clearance per customers' requirements.

Primary Level Salary Range: $178,500.00 - $280,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Basic Qualifications for Strategic Staffing Manager 3:
- Bachelor's degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university and 12 years of related experience with Bachelor's degree, 10 years of related experience with Master's degree, 8 years of related experience with PhD
- Able to operate independently with limited to no supervision, and the ability to establish a solid working relationship with technical staff, peers, and customers
- Experience hiring and staffing programs
- Experience conducting interviews, negotiating offers, and starting on-boarding processes
- Knowledge of technology development lifecycle to evaluate candidates across the breadth skillset required to staff portfolio of programs
- Experience managing an engineering team to readily assess candidate competencies and experience against program staffing needs
- Experience with process development and process improvement
- Excellent written and oral communication skills with strong technical briefing skills
- Strong critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks
- Ability to establish solid working relationships with business leaders, peers, and technical team
- Able to assimilate information from multiple sources, create coherent plans and then execute those plans
- Strong competencies with Excel and PowerPoint
- U.S. citizen required
- Current Active DoD Secret Clearance with the ability to obtain and maintain a TS/SCI and a Polygraph
Preferred Qualifications for Strategic Staffing Manager 3:
- Current active DoD TS/SCI with Polygraph clearance
- Experience staffing across the breadth of early career through experienced engineering talent
- Experience hiring and staffing cutting-edge, technically-complex, mission-oriented programs
- Experience supporting staffing of a large-scale program startup with lessons learned insights to apply to future staffing
- Experience working across all aspects of engineering on a program, including design, development, implementation, testing, and delivery of product to a customer
- Experience working on a team that successfully matured a technology from low to high TRL
- Experience working with our Workload Forecast (WLF) tool
- Experience developing Tableau dashboards
- Experience briefing executive leadership
