MANTECH seeks a motivated, career and customer-oriented Director of FinOps Solutions to join our team. This is a remote position.
The Director of FinOps Solutions will lead the ownership MANTECH'S FinOps Solutions Portfolio and drive the go to market strategy and execution for the three P&L sectors (Federal Civilian, Defense, and Intelligence Community) that will include, but not limited to, gathering FinOps requirements, products/solutions definitions, MARCOM, sales enablement, operational enablement for existing customers and potential prospects for those sectors.
The Director is responsible for optimizing cloud and hybrid infrastructure spending across federal client programs while delivering optimal usage of resources (data center, cloud, SaaS, AI) consumed by the clients. This role integrates financial management, cloud operations, and acquisition governance to ensure cost transparency, accountability, and measurable ROI for cloud investments under federal compliance frameworks.
The ideal candidate blends deep experience in Enterprise Architecture (EA), software lifecycle management (SDLC using DevSecOps), Infrastructure and Operations (IO), federal financial management systems, FinOps principles, and multi-cloud environments, serving as a bridge between the CFO, CIO, and program delivery teams to ensure cost-effective modernization and cloud transformation outcomes.
The Director of FinOps will collaborate closely with Enterprise Architecture (EA) teams to ensure that financial insights inform architectural decision-making. This includes aligning cost models with reference architectures, cloud adoption frameworks, and target-state enterprise architectures to support scalable, interoperable, and cost-efficient mission delivery.

Responsibilities include but are not limited to:
- Establish and lead the FinOps Center of Excellence (CoE) across the enterprise, aligning cloud financial
- management with program and portfolio-level performance goals.
- Define and operationalize FinOps maturity roadmap (Crawl-Walk-Run) for internal teams and client engagements.
- Partner with federal program leaders, finance, and operations executives to embed FinOps practices within acquisition and delivery lifecycles.
- Oversee strategic cloud spend governance, developing standardized playbooks for cost optimization and chargeback/showback models.
- Partner with Enterprise Architecture teams to embed FinOps governance within cloud reference architectures, ensuring cost, performance, and security trade-offs are visible during architectural reviews.
Minimum Qualifications:
- Bachelor's degree in Finance, Accounting, Computer Science, or related discipline.
- 10+ years of experience in federal systems integration, IT financial management, Enterprise Architecture, or cloud operations.
- Demonstrated success managing multi-cloud environments (AWS, Azure, GCP) with FinOps practices at scale.
- Proven knowledge of FinOps, TBM, EA, and federal budgeting/reporting processes.
- Experience with cloud cost management tools (e.g., Apptio Cloudability, CloudHealth, CloudZero, or equivalent).
- Strong understanding of federal cost recovery models (e.g., Working Capital Funds, Franchise Funds).
- Exceptional communication skills with ability to brief executive stakeholders, program sponsors, and government oversight bodies.
Preferred Qualification:
- FinOps Certified Practitioner or Advanced Practitioner (F2).
- Certified Cloud Architect (AWS, Azure, or GCP).
- PMP, ITIL v4, or CFM (Certified Financial Manager) certification.
- Experience supporting DOD, DHS, or Civilian agency cloud programs.
- Experience in automation of cost optimization workflows via DevSecOps toolchains.

Physical Requirements:
- Must be able to be in a stationary position more than 50% of the time
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
