Duties

  • Directs all NORAD and USNORTHCOM legislative affairs activities. Directs all stages in the development of legislative policy in support of homeland defense and civil support capabilities. Empowered with the authority to develop the appropriate legislative strategy and present it to the Commander of NORAD and USNORTHCOM for approval.
  • Exercises supervisory personnel management responsibilities. Reviews and structures work to optimize use of resources and maximize efficiency and effectiveness of the organization, including subordinate active military U.S. and Canadian, federal civilian personnel and civilian contractor personnel.
  • Serves as the USNORTHCOM and NORAD Team Lead to capture and analyze complex Congressional language in bills and committee reports in order to identify potential impact to NORAD, USNORTHCOM, AFNORTH, ARNORTH, MARFORNORTH, FFC, JTF-NCR, JTF-CS, and JTF-N.
  • Leads Commander's Confirmation Hearing team of 200+ officers, DOD civilians, and contractors in support of Commander of NORAD and USNORTHCOM confirmation testimony to Congress.
  • Serves as NORAD and USNORTHCOM Lead for Congressional visits, to include analyzing visit requirements to determine appropriate briefings, tours, and meetings; tasking NORAD, USNORTHCOM, AFNORTH, ARNORTH, MARFORNORTH, FFC, JTF-NCR, JTF-CS, and JTF-N staffs to provide the same.

    • Designated a drug testing position; incumbent will be subject to random drug testing
    • Position is a designated KEY position. It can't be vacated during any emergency or mobilization. Unless an alternate is designated to perform the duties of this position, the incumbent must be removed from military recall status
    • All current federal employees must have a minimum performance rating of acceptable or higher to be considered for placement
    • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement

    • Overtime work is sometimes required during the week and weekends during high intensity work periods in support of Congressional testimony prep and to support Congressional visits
    • May be required to travel by regularly scheduled passenger military or commercial aircraft in performance of TDY
    • The employee will observe and comply with health, safety, and security directives
    • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays
    • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes the ability to effectively lead and operate in a fluid organization structure; knowledge of the Legislative Affairs program and working closely with people in key positions in DoD, the Joint Staff, military headquarters and other agencies; leadership skills in supporting Congressional activities; skills to develop and implement strategies to effectively interact with Congress; ability to manage several special Congressional projects simultaneously and to gather, assemble, and analyze disparate facts to conduct analysis, devise recommended legislative solutions, and package the entire process into briefings, papers, memos, or reports; ability to provide information and insight into pending Congressional actions that have potential to impact Command programs and resources; skill in analyzing legislation and draft legislative proposals; knowledge of Congressional language, procedures, precedents, policies and authorization/appropriations processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Ability to effectively lead and operate in a fluid organization structure, and to communicate effectively, both orally and in writing.

    2. Expert knowledge and understanding of NORAD and USNORTHCOM missions and its subordinate/component commands; the practices and procedures of Congress; and existing and draft legislation of interest to NORAD, USNORTHCOM, AFNORTH, ARNORTH, MARFORNORTH, FFC, JTF-NCR, JTF-CS, and JTF-N.

    3. Expert knowledge of U.S., DOD, Joint Staff, the Services, National Guard, and Reserve Forces homeland defense and civil support issues, doctrine, and policies. Expert knowledge of JCS, OSD, the Services, NORAD, and USNORTHCOM staff processes.

    4. The employee must exhibit a mastery of problem-solving, the ability to understand complex problems, and the ability to propose and implement solutions; with the ability to deal effectively and successfully in confrontational environments.

    5. Ability to manage several special Congressional projects simultaneously and to gather, assemble, and analyze disparate facts to conduct analysis, devise recommended legislative solutions, and package the entire process into briefings, papers, memos, or reports suitable for the Commander of NORAD and USNORTHCOM use and decision-making; and the ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate efforts, and manage legislative affairs program activities.

    6. Skill in analyzing legislation and draft legislative proposals on complex NORAD, USNORTHCOM, AFNORTH, ARNORTH, MARFORNORTH, FFC, JTF-NCR, JTF-CS, and JTF-N issues; with the skill in gaining cooperation and support from others through tact, courtesy, persuasion, and diplomacy; and the mastery of Congressional language, procedures, precedents, policies and authorization/appropriations processes.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
