Overview:
ITility is seeking an experienced performance driven Human Resources Manager to provide HR support services to facilitate IC workforce management, talent development, and compliance with HR policies. This position is contingent upon contract award.

This position will sit onsite at the Client location in Washington D.C. Metropolitan Area.

Responsibilities:
- Provide HR support services to facilitate IC workforce management, talent development, and compliance with HR policies.
- Support HR operations, recruitment, onboarding, and HR-related initiatives to align with mission objectives and organizational priorities.
- Maintain HR systems data and ensure information is accessible and current.
- Support HR reporting and provide relevant data to assist in Government decision-making.
- Support hiring processes, coordinate onboarding processes, and ensure recruitment efforts align with workforce needs.
- Facilitate policy coordination by preparing the required documentation and ensuring compliance with applicable HR guidelines.
- Support professional development efforts by facilitating workforce learning opportunities and maintaining relevant materials.
- Collaborate with stakeholders across the organization and interagency partners to support HR initiatives and workforce programs.
- Adapt to changing HR requirements and provide support as needed to sustain efficient operations and meet evolving workforce priorities.
- Assists/supports ad hoc related projects and assignments.

Required Skills and Abilities:
- A minimum of a current Top Secret (TS) clearance with SCI and a Counterintelligence (Cl) scope polygraph.
- Extensive experience supporting the Intelligence Community in a Human Resources role.
- Ability to work in a fast paced, fluid environment
- Excellent verbal, written, interpersonal, conflict resolution and communication skills.
- High attention to detail with a process improvement mindset and ability to execute with consistency
- Ability to adapt and interface with organization specific HRIS systems and supporting platforms
- Proficiency with MS Office Suite.
- Ability to act with integrity and professionalism and maintain confidentiality.
- Experience facilitating workforce learning and development in the IC.
- Experience with change management, Communications and scalability
- Experience with HR metrics and data and adept at analyzing and interpreting data to inform strategic decisions.
- Experience with hiring, onboarding and supporting workforce needs.
- Deep understanding of best HR practices, labor law compliance at local, federal and state level.
- Experience maintaining organization specific HRIS systems.
- Experience facilitating policy coordination and ensuring compliance with HR Guidelines.

Education and Experience:
- Bachelors degree in Human Resources, Business Administration Organizational Development or related field. (Masters degree preferred)
- 10+ years of experience in lieu of a degree may be considered.
- Extensive HR/People Operations Experience, 10+ years of progressive HR/People Operations leadership, including 5 years managing teams and driving results in fast-paced, High growth environments.
- Change & Scale Experience: Success leading large-scale, cross functional initiatives with measurable business impact.
- Hands on experience building people processes from scratch in early-stage or high -growth environments.
- Minimum of 5 years managing a team.
- Experience supporting over 150-200 FTEs
- PHRA certification or SHRM-CP/SCP, S/PHR strongly preferred

Physical Requirements:
- Work is performed in an office setting.
- Prolonged periods of sitting at a desk and working on a computer.
- While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
- Must have the ability to lift 15-25 pounds.
