Duties

  • You will oversee the review of the contractor's quality control management program and accident prevention plan for compliance to contract specifications.
  • You will manage projects for new construction, renovations, and improvements to facilities and utilities infrastructure.
  • You will advise managers on technical aspects of engineering systems to discuss and resolve difficult problems.
  • You will resolve problems to ensure safety requirements are satisfied in accordance with established regulations and standards per OSHA and EM 385-1-1 and contract requirements.
  • You will process outages in support of construction projects.
  • You will conduct technical analysis of project drawings and specs prior to going out for bid.
  • You will validate quantity, condition, and approval of materials on site prior to invoice payments.
  • You will review As-Built Drawings for accuracy.
  • You will review monthly billing voucher prior to contractor submitting into WAWF.
  • You will coordinate with Facility FMS's and monitors for access into work spaces and localized outages.
  • You will complete review of Production and Quality Control Reports for accuracy.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

FOR GS-10: You must have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying engineering concepts, principles and practices applicable to the full range of engineering disciplines (civil, mechanical, electrical, structural, architectural and environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; 4) Conducting site assessments to identify potential safety and occupational health risks of work environments; 5) Facilitating coordination between commands with the use of effective communication.

FOR GS-11: You must have one year of specialized experience equivalent to the next lower grade level (GS-10) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: (1) developing and applying specific technical expertise in the field of construction, obtained through education, experience, and/or professional certifications. (2) serving as a construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps/Air Force and private contractors. (3) providing overall coordination of the construction quality management program for assigned projects. (4) taking appropriate and timely action to ensure contractor compliance of safety and health requirements, including leading safety stand-downs as required. (5) investigating engineering problems that may arise on construction contracts, such as unforeseen conditions,
contractor requests for information (RFIs), and dimension conflicts.
