The United States Space Force (USSF) at LA AFB, El Segundo, CA is searching for a Deputy Chief, Workforce Development. SSC/FME (NH-0501-03, GS-12/13 Equivalent).
Description:
The candidate for this position will develop, interpret, integrate analyzes, and implement DoD, SF, SSC/AC FM personnel and manpower program initiatives affecting functionally aligned personnel across the SSC/FM enterprise. Have ability to define, manage, and organize activities to accomplish workforce management for the SSC/AC FM enterprise. Apply innovative approaches for SSC/AC FM workforce development, hiring, retention programs and propose strategies to improve efficiency and effectiveness. Plan, develop, establish, and manage overall program for quality assessment of Acquisition Professional Development Program (APDP) and DoD Financial Management certifications. Develop, evaluate, monitor, and manage a variety of workforce educational programs that provide resources support to training and post-secondary educational programs. Identify training needs for the FM workforce and build out the training content, agenda, training objectives, materials, exercises and evaluation tools. Key areas of focus: staffing efficiency and effectiveness; retention and turnover; morale and employee satisfaction; workforce skill and competencies; manpower issues, workforce development program analysis; and organizational development and effectiveness/change management.
Ideal Candidate:
Ideal Candidate will possess a thorough knowledge of civilian development, hiring policy, and succession planning. Ability to work with HHQ, various stakeholders and collaborate with AFPC FM-CFT and SSC/S1 on various intern programs. Leadership skills are a must, and candidate must have the ability and experience in leading dynamic teams at various levels. Must possess strong leadership and supervisory skills. Financial Management DAWIA Certification Level II and DoDFM Level 2 in-process or completed. The SSC/FME Deputy must have strong skill sets in leadership, creativity, innovation, communication, FM workforce development knowledge, and learning agility.
FM Workforce development knowledge - Must have the FM technical knowledge of FM Civilian Development programs, Human Resources policies and practice knowledge. Position requires the ability to collaborate with sister USSF FIELDCOMs, Higher Headquarters (HQSF), AFPC FM-CFT and integrate/analyze large amounts of information. Position requires critical thinking skills to identify areas of improvement and develop recommendations to further SSC's objectives. Position also requires the ability to communicate effectively including regular briefings to senior (SES/GO level) leadership at SSC.
Key Skills and Abilities:
1. Knowledge of the mission, skill and competency requirements, operating programs and organizational structure of the financial management functional community SSC wide to effectively provide coordination, program analysis, evaluation and representation in career development operations. Knowledge of and ability to apply procedures, requirements, regulations and policies related to the acquisition workforce.
2. Knowledge of multiple functions, services, methods, practices, procedures, regulations, policies and processes including finance, accounting, budget, cost analysis, and management functions.
3.Knowledge of sound workforce management theories and best practices, analytical and problem solving tools to include database management. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems.
4. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to gather, assemble and analyze data to formulate coherent analyses, recommendations and conclusions to include the development of alternatives and funding requirement.
5. Knowledge of basic personnel policies and procedures, to include the ability to interpret and apply appropriate analysis and synthesis.
6. Ability to communicate, both orally and in writing, in order to brief, persuade, and influence senior management as well as other key constituents at various levels in the Air Force.

- Must be a U.S. Citizen.
- Employee must be able to obtain and maintain a Top-Secret clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- PCS / Incentive funding are authorized.
- Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework"

- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
