The Opportunity:

CACI is making a significant impact to the Army by developing and integrating the Army's Integrated Personnel and Pay System-Army (IPPS-A). The objective of the IPPS-A program is to develop and deliver a single, integrated, multi-component personnel and pay system which streamlines Army HR, enhances the efficiency and accuracy of Army personnel and pay procedures, and supports Soldiers and their families. IPPS-A provides personnel and pay management functionality for all Components of the Army (Active, Guard and Reserve). The Oracle-based COTS solution consolidated more than 50 legacy systems and currently serves over 1.1M Soldiers, Human Resources professionals, Combatant Commanders, personnel and pay managers, and other authorized users. As the Prime contractor, CACI is responsible for operating and maintaining the baseline HR solution as well as designing, building, testing, training, and deploying major and minor HR enhancements, and integrating new capabilities (i.e. Army Military Pay) into the deployed baseline. CACI also manages a Tier 2 Help Desk, knowledgebase and CRM solution to support end users. IPPS-A is managed via the Scaled Agile Framework (SAFe) methodology and operates in 13-week planning increments with 2-week Sprints. The program team is in Crystal City, Arlington, Virginia, where Team CACI is co-located with the Gov't PMO (Acquisition/Project Management) and Army Functional Management Division (FMD) stakeholders. IPPS-A is currently the largest People Soft implementation in the world!

CACI is currently seeking an expert PeopleSoft Global Payroll Functional Analyst for the IPPS-A program based in Crystal City, VA. You will provide specialized masterly level PeopleSoft expertise to ensure functional business requirements are met and business processes are optimized using PeopleSoft HCM and Global Payroll solutions. Work with senior managers to identify and solve functional area issues, design solutions, develop conceptual models, translate functional area requirements into technical requirements, and support design and implementation of enterprise application solutions (such as ERP). You will be expected to interact with the client leaders and executives and provide consultation on recommended solutions. Provides future business strategies from a data or systems point of view. Analyze information system baseline and perform gap analysis between the baseline, user operational requirements, and the operating capability of products.

Responsibilities:
  • Elicit and document requirements and specifications from functional users and subject matter experts
  • Demonstrate technical innovation by refining customer requirements and using commercial best practices within PeopleSoft to meet business and mission objectives
  • Develop and maintain standard systems requirement documents including but not limited to: business process workflows, Functional Requirements Documents; Requirement Traceability Matrix, Epics and User Stories
  • Support application configuration and security setup as needed
  • Implement complex enterprise system configurations and end to end development design
  • Create business process models and identify business process improvements
  • Review and comment on proposed functional/capability configuration for each of the product modules
  • Evaluation and feedback on system and functional design documents, test plans and scenarios, and other associated artifacts
  • Define test scenarios based on requirements; create test scripts to prove each scenario through system and user acceptance testing
  • Ability to meet deadlines and manage multiple, dynamic priorities
  • Ability to communicate in a clear and concise manner and success working in Integrated Product Teams (IPTs) and be able to brief to Army and CACI executive leadership. Ability to work with the OEM (Oracle) on providing functionality for future enhancements to their product to support the program
  • Apply HCM and Global Payroll knowledge and industry best practices in developing the to-be business processes and procedures
  • Leverage significant technical knowledge to identify root cause of problems and recommend creative yet feasible solutions to resolve
  • Develop plans on future enhancements and integration with other development contractors to provide an integrated solution to the Army
  • Implement strategic goals assisting on proposals, pursuing new Human Capital Management Division opportunities for CACI, and providing measurable input into new product accelerators and services
  • Lead a Product Team and be able to coordinate with other Product Teams within a large complex cross functional team to ensure dependencies are known and planned
  • Provide guidance, coaching and training to other PeopleSoft-skilled employees on the program and across CACI

Qualifications:
  • Bachelor's degree in Computer Science or Information Systems or other technically relevant degree
  • Versed in the design, implementation, test and deployment of PeopleSoft ERP Global Payroll and HCM version 9.2 for a very large organization
  • Recognized masterly level knowledge People Soft with 20+ years of experience implementing ERP solutions and a minimum of ten years of functional experience with PeopleSoft HCM 9.x
  • Functional experience with PeopleSoft Global Payroll and one or more of the following PeopleSoft modules: HR Core, Profile Management, Base Benefits, Benefits Administration, Time and Labor, Talent Acquisition/Recruiting, Workflow and Self Service
  • Strong analytical and problem-solving skills; ability to work in an environment where information is difficult to obtain, and problems span a wide range of unique HCM business processes
  • Must be a team player and be able to adjust to a high tempo, dynamic working environment
  • Developed and/sustain large scale ERP system using SAFe or other Agile Methodologies
  • Must have strong written, verbal, and listening skills and ability to communicate effectively with executive leadership
  • A Secret clearance is required to begin employment
