The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Program/Project Analyst - Journeyman to provide support for our government customer in Orlando, Florida or remote.

IPS is the management process to facilitate development and integration of the 12 individual Product Support Elements (PSEs) listed below to acquire, field, and support NAWCTSD Orlando Navy and Marine Corps systems.

DESCRIPTION OF RESPONSIBILITIES:
  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules.
  • Applies government-instituted processes for documentation, change control management and data management.
    • Develop the 12 PSEs in coordination with the system engineering effort:
  • Product Support Management
  • Maintenance Planning and Management
  • Manpower and Personnel
  • Supply Support
  • Support Equipment
  • Technical Data Management
  • Training and Training Support
  • Computer Resources
  • Facilities and Infrastructure
  • Packaging, Handling, Storage, and Transportation
  • Design Interface
  • Sustaining Engineering
  • Provide life-cycle acquisition management
  • Use the NAVAIR acquisition tool suite to include Navy ERP and associated program
  • Provide contractor support for budgeting, addressing project and program level planning, populating, updating and revising program specific information in the business enterprise resource tools, including SIGMA, Work year Database, and Workload Assignment Agreements.
  • Provide products and assist with day-to-day operations of assigned projects.
  • Provide administrative planning, record keeping, data entry, communications, inventory control, and program administration related to day-to-day operations and activities of assigned projects.
  • Provide finance and accounting support that includes:
    • Support accounting and compliance with policy and NAWCTSD procedures to examine, verify, maintain, and reconcile accounts and accounting data. Prepare and analyze budget and accounting reports. Examine documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government.
    • Support budget analysis and administration by maintaining ledgers; by formulating budgets; and by compiling, consolidating, checking and arranging funding data. Apply administrative rules, regulations, and procedures associated with records, reporting, processing, and keeping track of budgetary transactions.
    • Support financial analysis by performing or advising on work in any of the phases or systems of budget administration. Assist in the formulation of budgets and cost estimates to support plans, programs, including presenting and defending budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures.
    • Analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • Support the following operational research and analysis tasks:
    • Apply analytic techniques in the evaluation of program/project objectives.
    • Analyze requirements, status, budget and schedules.
    • Perform management, technical, or business case analyses.
    • Collect, complete, organize and interpret schedule data related to training systems acquisition programs.
    • Develop and maintains government program/project status and schedules and evaluate contractor schedules.
    • Maintains a working knowledge of MS Project.
    • Senior Program/Project Schedule Analysts shall also track program/project status and schedules.
  • Support the following operational research and analysis tasks:
  • Apply diversified knowledge of DoD cost estimating principles and practices in areas of assignments.
  • Modify and extend existing methodologies and use advanced techniques.
  • Plan and conduct work requiring judgment in the evaluation, selection, and adaptation and or modification of methodologies and tools.
  • Assess the cost and schedule implications of existing and projected technological advances. Evaluate the impact of new and innovative acquisition strategies.
  • Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. Collect and analyze data and develop decision support software, service, or products.
  • Develop and supply optimal time/schedule and cost for program evaluation, review, or implementation.
  • Use MS Excel.
  • Junior Program/Project Cost Analysts shall receive technical guidance from and consult with senior estimators on unusual or complex problems.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

BA or BS degree (in a logistics, business, management, or technical field is preferred)

REQUIRED SKILLS AND EXPERIENCE:
  • Approximately three (3) or more years of experience with Defense Department acquisition policies and procedures or like experience.
  • Experience should include management of programs for assigned training systems that include: implementing policy and coordinating complex Navy procedures.
  • Some knowledge of and experience with Government contract and procurement procedures including new contract actions, contract modifications, and product procurement.
  • Possess the ability to coordinate and integrate the work activities of several different projects at any one time.>
  • Possess the ability to communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the program.

REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must be a U.S. Citizen
  • An active Secret clearance is required.
