Key Responsibilities:
- Lead a team of experienced construction inspectors in support of multiple concurrent infrastructure projects.
- Inspect construction field activity to verify plans and specifications are followed.
- Complete detailed daily reports and photographic logs and conduct quality control of team’s deliverables.
- Work collaboratively with coworkers, staff, construction contractors, and the designer of record to troubleshoot problems that arise during construction.
- Coordinate with the designer of record to answer RFIs, evaluate submittals, and prepare modification paperwork with updated drawings and cost estimates.
- Prepare Real Property documentation, punch lists, or other items required by the client.
Key Success Factors:
- Detail oriented with the ability to complete daily reports using Microsoft Word.
- Ability to read and understand construction design specifications and drawings.
- Implement requirements of the USACE Safety and Health Requirements Manual EM 385-1-1, and Oneida’s safety procedures, culture, and performance.
- Use a “team player” collaborative approach when interacting with coworkers and the many stakeholders involved in construction projects.
- Ability to stand and walk, climb stairs, and maneuver safely throughout active construction sites.
Minimum Qualifications:
- A degree in engineering, architecture, construction management, or related field of study.
- Prior experience with OCONUS Department of Defense (DoD) design and/or construction projects.
- Five years of experience in quality control management of DoD construction projects.
- Proficiency in reading design drawings and specifications.
- Three years of construction inspection experience, including quality control/assurance documentation, request for information (RFI) management, and construction inspection reporting.
- Proficient in reviewing construction submittals.
- Completion or renewal of the USACE Quality Control Management course within the last five years.
- Possess a valid Driver’s License
- Possess a valid U.S. Passport or have the ability to obtain one prior to start of employment
- Ability to adapt to Japan’s and OCONUS DoD work culture and reinforce a positive teamwork environment.
- Read, write and speak effectively in English.
Preferred Qualifications:
- Ability to remain on station for at least 2 years inclusive of planned personal travel off station.
- Experience functioning as primary client point of contact for a customer in support of a client program with multiple concurrent projects.
- Supervisory experience leading a team of technical and administrative staff.
- Experience preparing and delivering in-person briefings to multiple project stakeholders.
- The ability to use AutoCAD/Bluebeam to red-line design drawings.
- Experience with vertical construction projects involving electrical, mechanical, fire protection, structural, and/or architectural systems.
- Experience with projects abating hazardous materials, such as asbestos or lead-based paint
- Knowledge of Japanese culture and language.
