Zachary Piper Solutions is looking for a seasoned COOP (Continuity of Operations) Planner to support a mission critical Homeland Security initiative out of Annapolis Junction, MD. The COOP Planner will be responsible for crafting and maintaining continuity strategies that ensure critical technology services and infrastructure can continue to function/be rapidly restored during emergencies or disruptions.
Responsibilities of the COOP Planner:
· Design and update continuity plans, procedures, and frameworks aligned with federal mandates such as FCD 1 & 2, NIMS, and HSPD-20
· Perform risk and impact assessments to identify essential services and prioritize recovery efforts.
· Produce detailed documentation, including plans, reports, and briefings, to support continuity efforts and meet compliance standards
· Support the planning and execution of continuity exercises, including simulations and after-action reviews, to evaluate and enhance preparedness
· Work closely with internal teams and external partners
· Ensure all continuity activities align with federal policies and recommend improvements to existing programs
Qualifications of the COOP Planner:
· 10+ years of experience in continuity planning, emergency management, or related field
· 5+ years of experience in technical writing
· Experience supporting COOP efforts within a federal agency
· Familiarity with HSEEP (Homeland Security Exercise and Evaluation Program)
· Strong understanding of standards like NIST, FEMA, continuity guidance and ISO 22301
· Certifications: CBCP, FEMA, COOP Planner, or PMP (preferred, not required)
· Must hold an active Secret clearance
Compensation of the COOP Planner:
· Salary: Between $105,000 - $120,000 annually based on relevant experience
