CACI Federal Inc. is the prime on a contract to the Office of the Undersecretary of Defense for Acquisition and Sustainment, Performance Assessment and Root Cause Analyses (OUSD(A&S)\PARCA). PARCA is the central office for major defense authorization performance assessment, root cause analysis, and earned value management within the Department of Defense (DoD). PARCA issues policies, procedures, and guidance governing the conduct of such work by the Military Departments and the Defense Agencies. We currently have an opening for a Junior Acquisition Analyst in the Earned Value Management (EVM) section to support the Deputy Director for PARCA/EV. The ideal candidate will have a basic understanding of the DoD acquisition process, particularly as it pertains to MDAPs.
Duties and Responsibilities:
Bachelor's Degree in a recognized engineering, scientific, technical, management, or related discipline relevant to the contract, or substantial equivalent occupational experience.
Minimum 3 years of experience (or 2 years in conjunction with a Master's Degree), preferably with EVM techniques to evaluate project progress.
Basic understanding of the DoD acquisition process, particularly as it pertains to MDAPs and MAIS programs.
General understanding of the EIA-748 Earned Value Management (EVM) requirements.
Capable of participating in teams that produce integrated EVM analyses including but not limited to technical parameters, acquisition, and logistics requirements, fiscal, technological, and schedule constraints, procurement and business principles and similar project-influencing factors.
Outstanding written and verbal communications skills.
Knowledge of DoD EVM and Financial Management policies, practices, processes, and regulations applicable to DoD systems acquisition management in accordance with DFARS and DoDI 5000.02.
Strong quantitative analytical capability, demonstrated in the areas of statistics, engineering, or similarly quantitative discipline.
Experience on Integrated Baseline Review (IBR)teams and conducting integrated master schedule (IMS)reviews.
Demonstrated experience in evaluating estimates-to-complete utilizing various methodologies to develop forecasting and early warning reports.
