SPR seeks professionals to provide total lifecycle programmatic and logistics support for the Electro-Optic Infrared (EOIR) projects managed by the Electro-Optic Technology Division of the Naval Surface Warfare Center Crane Division. The Logistics Management Specialist will assist in the planning, execution, integration and oversight of Integrated Product Support (IPS) activities and projects, and provide Logistics expertise to assist in developing innovative process improvements and solution. In this role you will provide expertise in the identification and resolution of supportability issues including life cycle support as they relate to DoD acquisition policies and procedures and other applicable statutory or regulatory requirements. To be successful candidates exercise in-depth operational knowledge of the Federal Supply System including Product Support Manager (PSM) policies and procedures; as well as a deep understanding of US Army, US Air Force, and US Navy service specific logistics requirements. Contingent on contract award.
Major Job Activities:
Create/Update Programmatic Documentation including but not limited to: Life Cycle Sustainment Plans (LCSP), Maintenance Plans, User Logistics Support Summary(ULSS), Configuration Management Plans, Support Equipment Requirements Document (SERD), Acquisition Plan, Acquisition Strategy, Depot Activation Plan, Engineering Change Proposals (ECP), Requests for Waiver (RFW), Request for Deviation (RFD), Value Engineering Change Proposals (VECPs), Design Change Notices, Nomenclatures Assignment.
Perform systematic and comprehensive logistic support analysis through all phases of systems, subsystems, equipment or component life cycle to satisfy supportability objectives. Develops and maintains documentation commensurate with updated design, support and operational concept development; provides updates to reflect changes or availability of better information during the acquisition process. Establishes configuration controls and coordinates among other system engineering programs, Logistics Support Analysis (LSA) program, and the development of ILS documents using LMI data.
Perform technical assessments of the Level of Repair Analysis (LORA) for systems, subsystems, equipment and components to ensure conformance to requirements of MIL-STD-1390D or customer requirements.
Review and/or produce Provisioning Technical Data (PTD) including Provisioning Parts Lists (PPL), Design Change Notices (DCN), Long Lead Time Items Lists (LLTIL), Interim Support Items List (ISIL) and Common Repairable Items Identification Listing (CRI). Make recommendations regarding the range and depth of items to be stocked, as well as their source, maintenance, and recoverability aspects.
Provide additional supply support to maintain, update and/or review existing supply support processes and to alleviate defined deficiencies; including investigations, reviews, and evaluations of parts utilization data, Defense Logistics Support Center screening requirements, improved supply procedures to affect a more efficient system and inventory control point effectiveness.
Review, analyze and produce requirements and associated lists for test and support equipment.
Conduct analyses in the areas of handling equipment, storage considerations, and transportability issues and make recommendations.
Develop training plans, training materials and curricula as required
Ensure that maintenance depots and designated overhaul points comply with DoD certification requirements. Prepare plans for development and formal certification.
Support Configuration Management (CM) activities including, updating baseline information, definition of CM products, review of CM deliverables, review of proposed configuration baseline changes, support configuration audits and development of Engineering Change Proposals.
Support Independent Logistics Audit through assembly and/or review of ILA audit action item tracking through close out and required Milestone Decision Approval. Identifies deficiencies and recommend corrective actions.
Skills: In depth knowledge of government standards MIL-STD1390D, MIL-HDBK-502A, MIL-HDBK-502 NOTE1, SAEGEIA-STD-0007, IAW MIL-HDBK-502A, IAW MIL-STD129R, NAVSEAINST 4130.12A, IEEE Standard 828-2012, SAE EIA-649-1, SAE EIA-649-B. Knowledge of and experience with Integrated Product Data Management System (iPDM), Ship Configuration and Logistics Support Information System (SCLSIS).
Experience: Minimum 10 years experience, 15 years preferred, with DoD acquisition processes, in DoD/Navy program management, Industry or Government acquisition; or Industry or Government business management.
Education: Bachelor’s degree or equivalent.
