The Bi-Strategic Commands (Bi-SC) Programme Management Office (PMO) provides Programme Management Capability (PMC) for the Strategic Commands at NATO ACT (Norfolk, VA) and SHAPE (Mons, Belgium). As a Requirements Manager working in the BiSC PMO you will be part of an international team supporting requirements management and execution; performing a variety of tasks under the direction of the Program Manager, including operational analysis of requirements for SATCOM systems and applications, functional requirement verification, change management and traceability of requirements.
Duration: Surge support until Dec 31st 2018 with possible extension into 2019.
Establish and improve the formal military operational requirements process with the implementation of a requirements management functionality for use within the programme and its projects.

Capture from various Databases, project technical requirements and military operational requirements which are deemed to impact on integration of the BiSC PMO projects.

Identify common military operational requirements services which might be candidates for software reuse.

Link programme level military operational requirements to operational acceptance test procedures.

Review the set of military operational requirements for the programme and maintain the baseline of these military operational requirements through periodic overview.

Review military operational requirements documentation to ensure coherence, consistency, and maturity of requirements.

Develop and implement a mandatory set of attributes for capability military operational requirements and project technical requirements to be used in the requirement management tool.

Develop metrics to assess military operational requirements maturity at various checkpoints, go/no-go gates, based on the existence of use cases, requirements traceability matrix, product breakdown structure.

Identify each critical dependency.

Identify the commitments to address each critical dependency and document the commitments made by those responsible for providing the work product and those receiving the work product

Prepare and maintain a Dependency Structure Matrix identifying project interdependency, interdependencies with other programmes, and critical commitments

Track critical dependencies and commitments and recommend corrective actions, as appropriate.

Establish, document and maintain the following programme elements, which are common interest between one or more other interdependent programmes.

Technical and operational architecture management.

Bachelor's degree in electronics engineering or computer science or telecommunications or information systems and technology or another equivalent or closely related discipline.

Minimum 5 years within last 15 years in project management of complex systems or projects in a military Communication and Information Systems environment, using PRINCE2 or PMI methodology.

Minimum 5 years in programme management and programme management office within technology area.

Minimum 4 years in the requirements and concept of use planning, system engineering design, development and analysis techniques, installation, integration and verification testing of modern communications systems and networks.

Minimum 4 years in assisting with leading teams in project or programme management to ensure delivery of high- quality, impactful work products on time.

Minimum 3 years in effective orally and in writing communication, including briefing and in coordination with different international stakeholders.

Minimum 2 years on engineering and operational analysis of requirements for communications systems and applications, including functional requirement verification, change management and traceability of requirements based on requirements traceability matrix.

Minimum 2 years in requirements management, analysis, decomposition, and allocation of requirements, management and maintenance of the requirement databases.

Minimum 1 year within last 15 years in working in NATO or in one of 28 Nations national military in defining military operational requirements and operational acceptance at project or programme level.

Demonstrated proficiency in English as defined in STANAG 6001 (3333) or demonstrate native English speaker background.

Demonstrate minimum NATO or National SECRET clearance with the appropriate national authority for the duration of the assignment.

Demonstrated working level knowledge with MS Office tools (Outlook, Project, Word, Excel and Power Point, Share Point).

Demonstrate the availability to travel to any NATO entity within the 28 Nations (valid passport with no travel restrictions to NATO nations).

Must be able to travel independently (Approximately 10-20% travel expected).

Knowledge about NATO at project level within capability package process.

Knowledge about capability management in NATO.

Knowledge about programme management and programme management office.

Knowledge about Database development and use.
