Personnel Security Specialist Job Code: SIS20181302-23323 Job Location: Rochester, NY
Maintain total awareness and understanding of all IC personnel security policies, procedures and work instructions in collaboration with team members and continually evaluate them to identify issues requiring updates and/or revision as wells as provide corrective action and impetus to management decisions and approvals.
Attain and maintain an expert level of proficiency in personnel security processes in accordance with protocols of various IC agencies
Create, administer, and track requisite initial new hire security briefing, initial security clearance briefing, and security debriefing for cleared employees/contractors
Maintain expert level of proficiency with U.S. government personnel security and reporting databases (i.e. Joint Personnel Adjudication System (JPAS), GWAN, NGA Net/People Soft, CiNet and Scattered Castles) to ensure prompt & current management oversight of cleared GS personnel.
Maintain an expert level of proficiency with the visitor control and personnel security record applications within SIMS security database software and general use and application of all others.
Administer, address and complete personnel security requirements with employees/contractors regarding issues, report preparation, program security access briefings, and clearance/access maintenance for briefed employees
Maintains current files and employs initiative in establishing new files, as necessary, in a manner enabling easy retrieval of information.
Responsible for coordination and communication of foreign travel policy. In implementation of foreign travel policy, subject will review foreign travel coordination SharePoint dashboard to ensure employees are abiding by security guidelines. In addition, employee will meet with individuals before and after who are traveling to high risk countries for briefings and debriefings in collaboration with Harris CI headquarters.
Files forms, records, reports, paperwork, mail, etc. in alphabetical or time sequenced order such that information is easily retrieved.
Responsible for communicating foreign travel/contacts policy to personnel and transposing foreign contacts/travel reporting to various customers through their specific process.
Responsible for incident management and data input in collaboration with security management. Specific duties will require entering incident into security databases and personnel files.
Supports sensitive program requirements as required to include performing courier duties of sensitive materials.
Collaborate with Security team to ensure electronic SharePoint forms and CML documents are current and process flows work as intended.
Associate’s Degree in Security Administration, Management or related field with 2 plus years experience or High School Diploma plus 6+ years industrial security experience; or equivalent
Preferred Additional Skills:
1-3 years industrial security experience
A current adjudicated Single Scope Background Investigation (SSBI) (less than 4-1/2 years old).
Must be proficient in computer skills including the use of Microsoft Office (i.e. Word, PowerPoint, Excel) and Outlook.
Accomplished oral and written communication skills.
Highly organized with ability to manage multiple priorities and time sensitive deliverables
Hands on, self-starting, disciplined and detail-oriented individual with ability to work independently in a high volume environment.
Efficient, proactive, responsive team player
