Responsible for the procurement of services that support assigned programs or projects. The Senior Subcontract Administrator is responsible for the entire lifecycle of the subcontract, including defining the requirements, researching opportunities, negotiating with sources, writing subcontracts, awarding subcontracts, and closeout when the subcontract terms are completed.
Essential Job Functions:
* Responsible for overall subcontract administration for all commercial and government contracts. * Responsible for all aspects of the subcontract administration process including generation of Request for Proposals (RFP), proposal evaluations, source selections, negotiations, file documentation, change management, invoice approvals, dispute resolution, and subcontract close-out. * Evaluate the Statement of Work (SOW) to mitigate risk at all phases of subcontract formation, performance, and close-out. * Prepare CPSR compliant subcontract documentation in accordance with Public Law, FAR, DFARS, to include in-depth cost/price analysis. * Monitors subcontract performance and initiate corrective action if performance falters. * Execute contract modifications in response to changing requirements. * Perform close-out activities. * Provides timely and accurate subcontract status to company management. * Ensures that all transactions are in accordance with the Company Business Process and Government Regulations. * Coordinate the full range of activities of the business support as it pertains to Bids & Proposals, and the utilization of Small Businesses. * Performs desk and on-site audits of Project subcontracts/procurement files. * Performs file remediation to ensure compliance to Public Law, FAR, and DFARS. * Other duties as required. Required Skills:
Bachelors Degree in Procurement, Business, Accounting, Finance Materials Management or related Field, or equivalent experience.
Must work well with less structured, more complex issues.
Serve as a resource to others. Maintain effective relationships with internal/external business partners and/or suppliers. Communication and presentation skills.
Exceptional software skills and knowledge of MS Office (Access, Word, Excel, Outlook, and PowerPoint.
Good organization, project management and tracking skills.
Strong judgment and discretion in dealing with highly confidential information.
Frequent use and general knowledge of industry practices, techniques, and standards.
Ability to interpret and apply contract compliance regulations such as FAR and CAS.
Licenses & Certifications:
Current IS/NAPM or NCMA membership. ISM/NAPR or NCMA Certification desired.
Six (6) to ten (10) years of progressive government and/or private sector purchasing and subcontract administrative experience.
Must have moderate to advance expertise in procurement systems, such as Maximo and Costpoint.
