RGS is seeking a Junior Budget Execution Analysts to provide direct support for the Business Financial Manager (BFM) for PMS 400D. PMS 400D is a subcomponent of Team Ships, supporting the Naval Sea Systems Command (NAVSEA). The mission of PMS 400D is to design, build, outfit and test all DDG 51 Guided Missile Destroyer Class Ships. The focus of PMS 400D continues to be ship design and production including a full range of engineering and program management.
The Budget Analyst will support the DDG 51 Shipbuilding program and be responsible for the following:
Assisting senior staff by providing financial management support in one or more of the following areas:
Budget Development and Defense
Statutory and Regulatory
Performing assistance in one or more of the following areas:
Preparing funding execution documents and tracking to ensure acceptance and accurate recording in Navy financial systems.
Maintaining financial status, history records, reports, and assessments to identify program financial resources, shortfalls, obligations, and expenditure data.
Assisting in the financial planning, consolidating, tracking, and updating of execution ledgers.
Performing the research necessary to review, prepare, and track TPS program requirements and development of phasing, allocation, and spend plans.
Assisting in business and financial services for the Legacy and ERP systems planning, executing, and reporting efforts of SCN, RDT&E, OMN, OPN, and FMS appropriations.
Executing, updating, and tracking weekly funding documents and financial status funds reports and providing financial inputs to the PM/BFM reports.
Assisting in the Government’s reconciliation of financial transactions (NULOs/ ULOs/ UMDs) in STARS, ERP and Paying Office records and recommending corrective actions.
Preparing supporting data to justify corrections.
Managing contract change and cost control.
Maintaining detailed records and tracking contract financial metrics.
1-2 years of financial experience
Previous experience supporting Department of the Navy, specifically
NAVSEA, strongly preferred.
